Brief Position Summary The Facility Maintenance Specialist performs advanced (senior-level) maintenance, renovation, restoration and alteration work at National Guard facilities in Region V (Ft Sam Houston). Oversees building repairs, plumbing, electrical, mechanical and air-conditioning work and ensures compliance. Coordinates and oversees the work of contractors and others. The Maintenance Specialist reports to the Region V Maintenance Supervisor at Ft Sam Houston and works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Work Hours Monday – Friday, 8 hours a day, 40 hours a week

Essential Job Functions and Responsibilities

Plans, schedules and oversees building repairs, renovation and restoration projects, preventative maintenance and facility maintenance.

Coordinates and oversees contracting work on repairs and maintenance of facility.

Examines structures, evaluates work to be performed and selects best methods of performing maintenance and repair work.

Inspects work performed by contractors to ensure that finished projects meet contracting compliance and adherence to building regulations.

Examines and interprets drawings, diagrams and blueprints.

Performs maintenance and repairs work such as plumbing, welding, electrical and mechanical work.

Performs work on HVAC units and components including cleaning and changing filters.

Performs administrative functions to track progress on contracts and to record requisitions and PRIDE web work orders.

Documents cost of material, labor and work hours on the PRIDE Web work order system.

Use computers and other electronic devices to collect and report data.

Performs repairs and renovations to modernize a building or adapt it to new uses while retaining original appearance.

Performs Preventive Maintenance (PM) program related to building and grounds maintenance.

Maintains and repairs machinery, equipment, systems or components.

Maintains/replaces motors and thermostats, fixtures and facility equipment; performs electrical repairs according to design specifications.

Maintains and repairs electrical systems and electrical components of machinery and equipment.

Identifies defects and repairs/replaces faulty wiring, circuit breakers, fuses, switches, sockets and other elements of electrical systems.

Performs maintenance and repairs on plumbing fixtures, water and wastewater distribution systems.

Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.

May occasionally work evenings, weekends or holidays. Also work after hours for emergency facilities repairs.

Assists in on call duties for after-hours, weekend and holidays for facilities emergency.

Performs related work as assigned.

Other Requirements

Background Investigation:

Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.

Eligibility to Work in the U.S.

The Immigration Reform and Control Act requires all new employees to present proof of eligibility to work within three days of being hired. The Texas Military Department participates in E-Verify and will provide information from Form I-9 to confirm work authorization. All offers of employment are contingent upon legal authorization to work in the United States.

Male applicants between ages 18 through 25 must provide proof of Selective Service registration or exemption at hire.

Knowledge, Skills and Abilities Knowledge:

Building materials, plumbing and heating systems, sanitation, refrigeration, ventilation, electric systems, and fire and safety regulations.

Plastering and welding procedures and techniques.

Construction practices and terminology.

Skill in:

Operating tools and equipment.

Communicating effectively both orally and in writing.

Verbally expressing information clearly and concisely.

Operating computers using Microsoft Office Suite including Outlook and Word.

Ability to:

Apply proper methods, techniques and procedures in the maintenance and repair of buildings and related equipment.

Provide clear instructions.

Analyze and solve problems.

Work from drawings, schematics, or sketches.

Read and interpret drawings, diagrams, blueprints and specifications.

Draw rough sketches of proposed projects.

Organize preventive maintenance programs.

Follow through until projects and/or any corrective measures are completed.

Interpret policies, procedures and regulations.

Plan, assign, instruct, train and inspect the work of others.

Work in a team environment and establish effective working relationships.

Communicate with supervisors, peers, or subordinates by telephone, in writing, or in person.

Work in a military environment.

Physical/Working Conditions Ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch, with good color vision and depth perception. Frequently lifts, carries, and sets up equipment and materials weighing up to 40 pounds. Works inside and outside in areas that are dusty, dirty, or greasy, and often works in inclement weather. Requires the ability to travel approximately 50%.
