Job Summary Under limited direction, manages the overall performance of the Center for Climate and Health and provides a clear vision and leadership to the DEHE staff engaged in the Local Environmental Observer (LEO) Network and One Health activities. The CCH Manager is responsible for contributing to the overall success of the ANTHC Climate Initiatives Program by developing and implementing technical assistance services, projects, and programs to support Alaska communities to prepare for and respond to the health impacts of climate change.
Responsibilities
Primary responsibility for the operation and direction of the Center for Climate and Health at ANTHC.
Oversees the operations and development of the LEO Network, providing leadership to staff across DEHE, ANTHC, and Alaska Pacific University.
Provides clear vision and direction of staff across DEHE, ANTHC, and Alaska Pacific University who are involved in One Health activities.
Provides leadership, direction, guidance, mentoring and direct supervision to assigned staff; develops goals and priorities, assigns tasks and projects, develops staff skills and training plans, counsels, trains and coaches staff; conducts performance evaluations and implements corrective actions.
Leads program development, including developing priorities, initiatives, budgets and implementation strategies; identifies and secures funding for the program and projects in collaboration with ANTHC’s Grants Planning and Development Department; monitors program and project performance.
Leads the development of project scopes and objectives; develops detailed work plans with clear milestones and assignment of project task responsibilities and schedules; publishes and maintains status reports, communication plans and risk plans as consistent with ANTHC standards.
Maintains a strong network of organizational partnerships across Alaska and positions ANTHC as a leading climate and health organization in Alaska; clearly communicates to internal and external stakeholders the specific projects and services the Center delivers and the benefits of those services.
Collaborates with local, State, Federal, and Tribal program partners to develop an understanding of the issues associated with climate and health threats.
Identifies barriers to climate and health adaptation and supports communication efforts to State, Federal, and Tribal decision‑makers to address those barriers.
Leads and contributes to reports, assessments, public comments, and communications for local, State, Federal, and Tribal policy‑and‑decision‑makers to achieve the equitable delivery of resources and services for rural Alaska communities facing climate and health threats.
Supports the preparation of peer‑reviewed publications for the Center for Climate and Health; serves as primary and/or co‑author on publications.
Ensures scientific accuracy, timeliness and appropriateness of climate and health education materials.
Leads staff in serving as a resource for technical information and responding to requests to identify, advise and direct regional health organizations, IHS and other agencies on climate and health issues.
Ensures effective communications with executive management; makes professional presentations to internal leadership and peers, external stakeholders, and public audiences on a regular basis.
Performs other duties as assigned or required.
Knowledge, Skills and Abilities
Knowledge of Alaska Native cultures and the Alaska Tribal Health System (ATHS).
Knowledge of the One Health field and climate and health topics most relevant to rural Alaska communities.
Knowledge of databases and monitoring networks related to climate and health issues.
Knowledge of grant application, grant management, and contract management.
Knowledge of effective management and leadership practices.
Knowledge of budget preparation and analysis techniques.
Knowledge of applicable federal, state and local laws, codes and regulations.
Knowledge and familiarity with Alaska’s key climate and health stakeholders including Tribes and municipal governments; regional tribal health organizations; funding agencies (CDC, EPA, etc.); academic institutions (UAA, UAF, APU, etc.).
Skills in analyzing climate change and human health issues and preparing recommendations based on findings.
Skills in reading and evaluating technical information and scientific studies and communicating information to various stakeholders.
Skills in developing and implementing strategic plans, goals and procedures for cost‑effective management of allocated resources.
Skills in effectively managing and leading staff, and delegating tasks and authority.
Minimum Education Qualification ✦ Bachelor’s degree in Public Health, Environmental Health, One Health, or related field from an accredited college program. Progressively responsible professional work experience may be substituted on a year‑for‑year basis for college education.
Minimum Experience Qualification ✦ Non‑supervisory: Ten (10) years of experience working in public health or a closely related field. An equivalent combination of relevant education and/or training may be substituted for experience.
✦ Supervisory: Five (5) years of experience in a management position supervising professional and other employees in an integrated work team.
Minimum Certification Qualification ✦ N/A
Preferred Education Qualification ✦ Master’s degree in Public Health, Environmental Health, One Health, or related field from an accredited college program.
Preferred Experience Qualification
Experience working in remote Alaska communities, with specific knowledge of climate and health issues in these areas.
Experience in public speaking, educating stakeholders on climate change and health, and effective community outreach.
Proven ability to develop successful funding proposals.
Demonstrated knowledge of contract management including solicitation, contract monitoring, and closeouts.

Must be able to lift approximately 50 pounds.
Travels frequently within Alaska in small, fixed wing aircraft; travels outside Alaska.
