Overview

Building Inspector II – III – IV positions with salary ranges depending on tier. Additional certifications may result in a higher role with increased salary ranges. This role involves inspecting residential and commercial buildings for compliance with county ordinances and state building codes, maintaining files and records, and performing related work under the supervision of the Assistant Director of Permits & Inspections. Perform field inspections and reinspections of residential and commercial facilities for compliance with building, plumbing, mechanical, and electrical codes; document violations and reinspection requirements for code compliance. Examine and review plans and specifications for construction, plumbing, heating and air conditioning systems, and insulation for code compliance; review revised plans to ensure compliance. Enter inspection findings into permitting software, issue a Certificate of Compliance, and consult with appropriate parties to resolve code deficiencies. Interpret various codes and provide technical code information to the public, departmental staff, outside architects, engineers, and contractors; conduct code research through documentation and discussions with other agencies and jurisdictions. Issue warnings and take appropriate action; issue stop work orders when construction is not in compliance with regulations as to methods or materials. Testify in court on code violation cases; investigate complaints from the public or other county departments. Operate and maintain a county vehicle; prepare technical reports and documentation; maintain records and files regarding inspections. Attend meetings and training sessions to stay abreast of professional developments; perform other duties as assigned. Qualifications

High school diploma or GED with coursework in building construction trades or related field; considerable experience in building and construction trades or an equivalent combination of education and experience. Thorough knowledge of all types of building construction materials and methods, and of the stages of construction where violations and defects may be observed and corrected. Thorough knowledge of state and local building ordinances and codes related to building construction. Ability to detect poor workmanship, inferior materials, and hazards of fire and collapse. Ability to read and interpret plans, specifications, and blueprints accurately and compare them with construction in process. Ability to deal firmly and tactfully in enforcing ordinances and codes. Ability to perform mathematical calculations; ability to operate a personal computer including knowledge of applicable software packages. Ability to establish and maintain effective working relationships with county officials, department heads, peers, associates, and the general public. Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, standing, walking, sitting, use of hands and fingers, handling or feeling, stooping, kneeling, crouching, crawling, reaching with hands and arms, repetitive motions, and occasionally climbing or balancing. Vision requirements are standard; vocal communication is required for oral exchange of ideas. The work involves preparing and analyzing written or computer data, visually inspecting small defects and parts, using measuring devices, assembling or fabricating parts, and operating vehicles or equipment. Work may require exposure to outdoor weather conditions, wet or humid conditions, moving mechanical parts, high places, fumes or airborne particles, and risk of electrical shock; typically performed in a loud environment. Special Requirements

Must possess a valid North Carolina driver’s license. Must possess or obtain a Probationary Level I certification in all trades upon hire. Must provide a pre-qualification letter from the NC COQB upon hire. Must possess or obtain a Standard Certificate in Building, Plumbing, Mechanical, and Electrical trades within two years of employment.
