DWM Watershed Plant Operator Supervisor (Wastewater - South River)

General Description and Classification Standards Performs supervisory assignments associated with operating the water/wastewater treatment plant and it ensures a continuous, adequate supply of potable drinking water meeting federal and state regulations for the citizens of Atlanta. Supervises water analysis and treatment, mixing chemicals, laboratory testing, operating various pumps and valves, repairing and maintaining machinery and equipment, maintaining records, instructing and disciplining assigned staff. This is a team lead or “foreman” level position with a formally designated team of skilled employees in one or multiple specialties.
Essential Duties & Responsibilities
Generate work orders in maintenance management system.
Order chemicals and supplies.
Coordinate with contractors on plant upgrades and equipment repairs and installations.
Maintain the facility so it meets state and federal permit requirements.
Supervise and evaluate assigned staff; develop goals and expectations for operators; handle employee concerns; direct work assignments; counsel and discipline employees when necessary; complete performance appraisals.
Review operators’ work for accuracy and compliance with local, state, and federal regulations.
Communicate with employees to ensure proper plant operation of standard operating procedures.
Prepare and maintain reports, logs, and records on a daily, weekly, and monthly basis.
Control treatment plant processes, chemical dosages, and equipment to purify, treat, and clarify water for human consumption and for industrial and commercial use.
Operate and control pumps and valves to regulate water flow through the plant and distribution system.
Assist in laboratory tests to determine water composition and ensure compliance with regulations for turbidity, chlorine, fluoride, pH, iron, and manganese.
Make adjustments to chemical dosages as necessary.
Record plant operation data from observations, instrumentation, and laboratory tests.
Record test results for reporting to state agencies.
Receive and/or prepare letters, reports, correspondence, forms, and other documentation; review, process, and forward as appropriate; maintain files and logs; perform other clerical duties.
Decision Making Selects from multiple procedures and methods to accomplish tasks. Applies organizational policies. Provides formal supervisory authority over a work group of at least four to five employees, including discipline, performance management, scheduling, and training.
Knowledge, Skills & Abilities
Knowledge of wastewater treatment plant operations and procedures.
Knowledge of machinery used for wastewater treatment and pumping stations.
Knowledge of mechanical equipment and basic preventive maintenance.
Knowledge of state and federal rules governing wastewater discharges and worker safety.
Knowledge of laboratory procedures and terminology.
Knowledge of chemistry terminology.
Knowledge of microorganisms.
Knowledge of backflow prevention.
Skill in communicating effectively verbally and in writing.
Skill in solving complex problems independently.
Skill in operating incinerators, composite samplers, and laboratory test equipment.
Skill in operating a computer and computer software.
Skill in analyzing laboratory data.
Basic math and chemistry skills.
Skill in office organization and management.
Skill in supervising employees.
Ability to use independent judgment and discretion in managing subordinates.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to perform required mathematical calculations.
Ability to treat water safely and effectively.
Ability to work outdoors in any weather.
Ability to read and understand design drawings and plans.
Ability to operate a vehicle.
Ability to diagnose and correct equipment malfunctions.
Qualifications
Education: High school diploma or GED.
Experience: Five (5) years of work experience in a wastewater plant or related area.
Preferred: Two (2) years of supervisory experience in a wastewater plant or related area.
Licensures & Certifications: Valid State of Georgia Driver’s License (required). Class I Water Distribution License (required). Forklift Certification (desirable).
Physical: Required lifting and sensory capabilities to perform the job successfully.
