Introduction The State of Connecticut, Department of Correction (DOC) is recruiting Correctional HVAC Technicians for Osborn Correctional Institution in Somers, CT and Brooklyn Correctional Institution in Brooklyn, CT. Please note, this recruitment may be used to fill vacancies throughout State correctional facilities as openings occur within the next year.

Position Highlights
Maintain steam, hot water heating and chill water piping/distribution systems.
Maintain ventilation distribution, fan and HVAC systems.
Maintain steam and hot water boilers.
Maintain chilled water piping/distribution systems and chilled water (chillers) systems.
Maintain cell ventilation and duct work.
Supervising assigned inmates at a Correctional Institution.
Keeping record of tool/inventory control.
Protecting the health and safety of the public, staff and inmates.
Snow and ice removal to maintain safe access for public and staff.
Maintaining mandated compliances with Federal & State statutes and agency directives by assuring humane conditions of confinement.
This position is full time on first shift, 36.25 hours per week, Monday through Friday, from 7:45 am until 3:00 pm. Selected candidates will be required to attend a 14‑week paid hazardous duty training at the Maloney Center for Training & Staff Development in Cheshire, CT.

Expected Responsibilities
Perform highly skilled maintenance and construction work requiring application of trade skills, codes and standard trade practices.
Train and supervise a group of inmates assigned to heating, ventilating, air‑conditioning and refrigeration tasks.
Ensure compliance with standard trade practices and codes on air systems used in heating, ventilating and refrigeration.
Troubleshoot and perform work on the operation, repair and installation of air conditioning and refrigeration equipment and systems.
Install or repair electric or pneumatic controls for equipment.
Determine required cooling capacity of units necessary for small areas.
Use and interpret psychometric charts.
Utilize diagnostic equipment to control and measure air flow, room air changes and room pressurization.
Operate and maintain building and energy management systems.
Perform preventative maintenance tasks.
Maintain custody and discipline and evaluate performance of each inmate assigned to work areas.
Determine and obtain required materials, maintain records.
Operate heavy equipment as necessary.
May perform supplemental duties related to other trade disciplines based on experience, knowledge, skills and agency needs.
May physically restrain inmates, quell disturbances and assist security forces in emergencies.
May be required to operate a motor vehicle.
Perform related duties as required.
Knowledge, Skill and Ability
Considerable knowledge of materials, methods, tools and equipment involved in heating, ventilating, air‑conditioning and refrigeration trade.
Knowledge of hazardous material regulations and computer‑based heating and cooling systems.
Interpersonal skills; oral and written communication skills.
Ability to operate and interpret computerized and automated control systems.
Plan, layout and schedule maintenance assignments.
Maintain records and prepare reports.
Read schematics and flow charts.
Instruct inmates or other employees in trade skills.
Perform under stress and maintain composure in pressure situations.
Supervisory ability.
Minimum Qualifications – General Experience Three (3) years of experience in the heating, ventilating, air‑conditioning and refrigeration trade.
Minimum Qualifications – Special Experience One (1) year of the General Experience must have been at the highly skilled level.
Minimum Qualifications – Substitutions Allowed
Graduation from a vocational or technical school in the heating, ventilating, air‑conditioning and refrigeration trade may substitute for one (1) year of General Experience.
Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may substitute for the General and Special Experience on a year‐for‐year basis.
Preferred Qualifications
Experience with repair and operation of commercial HVAC, refrigeration equipment and associated controls.
Valid S1 (Unlimited Heating, Piping, and Cooling Contractor), S2 (Unlimited Heating, Piping, and Cooling Journeyperson), D1 (Limited Warm Air, Air Conditioning and Refrigeration Contractor), or D2 (Limited Warm Air, Air Conditioning and Refrigeration Journeyperson) license.
Experience with computer‑Building Management Systems and Microsoft Office Suite, including Outlook and Excel.
Special Requirements
Incumbents in this class must have reached their 18th birthday.
Incumbents may be required to complete formal training in correctional work to develop necessary knowledge, skills and abilities.
Incumbents may be required to respond to after‑hour emergencies as requested by facility supervisors.
Incumbents may be required to possess and retain a valid Motor Vehicle Operator’s license.
Incumbents may be required to travel.
Character Requirements In addition to checking references and facts stated in the application, a thorough background investigation will be performed before any appointment.
Physical Requirements
General good health; free from disease or injury that would impair health or usefulness. Sufficient physical strength, stamina, agility, endurance, and visual and auditory acuity required to perform all duties.

Working Conditions Incumbents may be exposed to danger of injury or assault by inmates who have access to tools of the trade as weapons. Incumbents may be exposed to the danger and discomfort associated with tasks and machinery used in the trade.
