Overview
Construction Project Manager - Government Services at HORNE. Construction Managers are responsible for planning, overseeing and leading residential construction projects from ideation through completion. This role requires interaction with a range of internal and external stakeholders, typically managing several projects and project tasks simultaneously. Under the direction of the Construction Director, they oversee the completion of project tasks and monitor adherence to project management process standards. Knowledge and experience in residential construction, schedule management, vendor management, and Green Building Standards are required, with knowledge of Xactimate preferred. The Construction Manager ensures general contractors adhere to program policies and procedures and contractually mandated schedules. They serve as the main point of contact for general contractors and use best practices in residential construction and project management to recommend corrective actions for schedule slippage, ensure timely delivery of multiple projects, and communicate project expectations, rules or standards to general contractors. Essential Functions
Define project scopes and objectives, including review and approval of cost estimates Prepare project plans, including workflows, detailed schedules, procedures, and tools necessary for day-to-day project tasks Manage contracts and agreements by assigning tasks and communicating expected deliverables Anticipate and adjust project plans for efficient execution of tasks Develop clear plans that lead general contractors to complete project tasks Coordinate the flow of information from the general contractor, team and client Coordinate with support areas to facilitate project execution Lead and ensure project reporting tasks are completed and updated; prepare comprehensive project status reports as needed Provide project updates to stakeholders on strategy, adjustments, and progress Update information on project management development, tools, regulations, and client requests Utilize industry best practices, techniques and standards throughout project execution Oversee the performance of general contractors to follow up on open items and track issues; coordinate activities to achieve project goals within scope, time, and budget; communicate with team members clearly Participate in pre-construction meetings with GC, design staff and homeowners as needed Develop, execute, and manage the project timetable and completion schedule, prioritizing tasks and addressing delays; experience in scheduling, field supervision, quality control, and production of residential construction is preferred Qualifications
Required Education And Experience Bachelor’s degree in project management, construction management, engineering, architecture, planning, business administration, finance, or related field preferred; 3+ years in a construction management role Knowledge and experience in Green Building Standards such as LEED, ENERGY STAR, Enterprise Green Communities, ICC–700, EPA Indoor AirPlus or equivalent Excellent communication and organizational skills Stakeholder management skills Ability to work within budgets and to deadlines Confident decision-making ability Strong analytical skills; proactive, resourceful, and able to solve problems creatively and efficiently Proven ability to complete projects according to scope, budget, and timeline Preferred Education And Experience Bachelor’s degree in construction management, engineering, architecture, business administration or related field Project Management Professional Certification (PMP) Project development experience including project management, risk management, controls, scheduling, budgeting, planning, auditing, systems processes Experience with management of federal funds (CDBG-DR housing) and risk management Proficiency in project management software tools, including MS Office, Visio, Smartsheet; familiarity with MS Project or Primavera Experience with cost estimation software such as Xactimate HORNE Values and Offerings
