Job Title Under general supervision, the
Engineering Associate II
provides advanced engineering expertise for the environmental programs, including but not limited to drinking water, wastewater, and stormwater programs in the EP, BRLS, Beaufort and Charleston Regional Offices. May perform supervisory and/or training duties.
Responsibilities
Using technical expertise, review and evaluate engineering plans and specifications pertaining to proposed water supply, wastewater and recreational water projects to ensure compliance with state regulations and standards. This includes: evaluation of engineering design data and application of treatment techniques; occasional onsite review of system design; review of the Department\'s records of the system to evaluate adequacy and efficiency; writing of the approval to operate including application of any special conditions concerning operation phases of the project; and conducting final inspections on projects. Review and evaluate engineering reports pertaining to procedure modifications to existing water systems.
Provide technical assistance to the general public, public officials, staff, water and wastewater treatment plant operators, industries, architects, and consulting engineers concerning water and wastewater matters.
Assist in performing sanitary surveys on public water systems to ensure compliance with minimum operating and water quality standards.
Review and comment on draft NPDES permits, Drinking Water Operating Permits and consent orders.
Investigate complaints in water, wastewater, and other programs as requested. Respond to emergencies pertaining to public water and wastewater systems 24 hours a day, seven days a week.
Perform other related duties, including public presentations concerning water supply, pollution, and general environmental matters; attend public meetings; collect water samples as needed from streams, out-falls, and water supply systems; participate in periodic staff meetings as required.
Qualifications
A bachelor’s degree in engineering, Engineering Technology, or Construction Management and entry-level engineering or construction management work experience, or a bachelor’s degree in engineering with entry-level engineering work. The education must qualify the applicant to become registered as a Level A Professional Engineer in South Carolina and must meet one of the education requirements outlined on the South Carolina Department of Labor, Licensing and Regulations website. If using the substantially equivalent education pathway, approval letter from LLR must be final at time of application.

Additional Requirements
Must have a valid state driver\'s license, and ability to operate personal and state-owned vehicles.

Work effectively in a team-oriented environment and encourage positive working relationships with coworkers, industry, and government officials.
Work independently in a field environment.
Ability to successfully complete prescribed technical coursework and pass any relevant test within the probationary or trial period.
Work in all reasonable weather conditions and access non-traditional work environments.
May require:
Daily travel throughout the state.
Occasional overnight travel.
Participation on the Environmental Response Team; on call or call back 24/7.
Familiarity with environmental facility/system safety methods and Standard Operating Procedures (SOPs).
Ability to prioritize and manage time effectively.
Proficiency with Microsoft Office Professional (Word, Excel, PowerPoint).
