The Office of Housing Access and Stability (HAS) ensures fair, efficient, and transparent access to affordable housing, providing subsidies, placement services, and tools that connect New Yorkers to affordable housing. Your Team & Your Impact
Rent subsidy programs are administered by the Division of Tenant & Owner Resources (DTOR). HPD’s rental subsidies (including Section 8/HCV) fund rental assistance for eligible low-income families. The Client Services team manages the Client Services office located at 100 Gold Street, facilitating in-person interactions, a call center, and digital document submission systems to route submissions and inquiries to the appropriate departments. Coordinators in the Division of Tenant & Owner Resources plan, implement, coordinate, monitor and evaluate unit tasks that provide services to Section 8 participants. They supervise a team, run reports, meet with landlords, tenants, and other stakeholders, and communicate Section 8 policies and regulations to the public and other entities. The Client Services Coordinator ensures the team assists stakeholders and supports ongoing participation in the program, obtaining and processing client information in compliance with Federal HUD rules and regulations. Your Role
Be able to work independently and manage own workload. Train, manage and ensure staff operate within federal regulatory and local policy guidelines. Public communication: relay accurate information to landlords, tenants, community leaders, and governmental entities. Supervise staff; approve timesheets; conduct performance appraisals; provide ongoing feedback; review and approve disciplinary actions per HPD policies. Respond to inquiries; collaborate with senior management to implement and maintain best-practice operations. Attend meetings, conferences, trainings; may represent the Division at community events and workshops. Understand the steps of the Section 8 program to assist clients and stakeholders. Data entry of required information into data systems. Work on special projects and initiatives as determined by management. May be required to work evenings and weekends. Preferred Skills
Excellent written and oral communication skills. Computer knowledge (Word, Excel, Access). Strong analytical and interpersonal skills. Strong organizational skills. Knowledge of rental subsidies or Section 8 is preferred. Bilingual is a plus. A NYS Driver’s License is preferred. Minimum Qualifications
A baccalaureate degree from an accredited college and two years of experience in community work or related duties; or High school graduation or equivalent and six years of related experience; or Education/experience equivalent to the above, with at least one year of the experience described in the first item.
