HDR is a Top 10 Architectural & Engineering (A&E) firm in the United States as ranked by Engineering News-Record and is also one of the largest employee-owned A&E companies in the United States. HDR has been selected to run the Installation Engineering and Installation Management functions of the Civil Engineer Squadron for the United States Air Force Academy (USAFA). As such, we will be placing a multi-disciplinary A&E team of 50+ professionals at the Air Force Academy in Colorado Springs. The contract is expected to begin in early 2026 and covers an eight-year period from 2026 through 2034. HDR is honored to be selected for these components of the Base Maintenance Contract (BMC) in conjunction with Tessera, who will be running and leading the master contract with the Air Force. HDR will be performing wide-ranging facility management services to include but not limited to: planning, programming, design, asset management, construction inspection, energy management, real estate, environmental, cultural resources, space planning, CAD, GIS, cost estimating, and numerous other functions.

Position This position is full time and located on-site at the USAFA. The expected start date is March 1, 2026.

Responsibilities

Be responsible for completing all Base planning functions (Space Utilization, AICUZ, Airfield Waivers, Installation Development plans, etc.)

Prepare and present briefings for SRM, MILCON, community planning, and programming functions

Plan and direct medium- to large-size planning projects

Prepare, plan and analyze compliance documents

Direct work of others in completion of required studies, documents and reports

Demonstrate extensive public participation, agency coordination, and planning experience

Assist with overall strategy in planning, prioritizing, and programming for future real property requirements to meet the USAFA AFB mission

Maintain a current copy of the General Plan and associated area development plans in an electronic format and provide briefings to senior leadership and other interested parties

Prepare, process, and manage all AICUZ/Airfield waivers and report to the Facility Utilization Board (FUB) and the Airfield Operations Board (AOB) on the status of all AICUZ/airfield waivers

Maintain and update Airfield and Airspace Siting Waiver Requests to meet UFC 3-260-01 requirements

Prepare airfield construction permits and coordinate FAA waivers for projects as required

Review airfield markings to verify they are maintained and updated to comply with AFI 32-1042, Standards for Marking Airfields

Manage and update the Installation Complex Encroachment Management Action Plan (ICEMAP) in accordance with AFI 90-2001

Perform other duties as needed

Preferred Qualifications

Master's degree in Urban Planning or related field

At least (5) years of public/governmental organization experience to include experience as a community planner on an Air Force Base

Strong verbal and written communication skills

Familiarity with AFI 32-1021, AFPD 32-10, and AFPD 32-10

Ability to work independently and as part of a team

Completion of AFIT training courses: WMGT 519, WMGT 520

Ability to work in person and on site at United States Air Force Academy

Ability to pass a background check

US Citizenship or naturalized citizen is required due to client contract requirements

This position is subject to a governmental background check

Required Qualifications

Bachelor\'s degree in Urban Planning or closely related field

A minimum of 10 years experience in environmental consulting with a successful track record of marketing, urban design project management, staff management and client satisfaction; advanced degree may offset years of experience

AICP certification desired

Proficiency with Microsoft Office programs

Extensive graphics and report document production experience

Experience with GIS

Highly motivated self-starter

Leadership skills and ability to manage in a team environment

Public speaking and strong verbal and written communication skills

May require the ability to travel

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.) Colorado: $99,330.00-$120,615.00.
