Position Summary This role is a Master Certification classification that requires skills in one or more building trades. Responsibilities include unit rehabilitation, system inspections, work orders, asset preservation, HVAC repairs, and maintenance of plumbing, electrical, appliances, windows, doors, wood materials, and other equipment. The incumbent may work under hazardous and adverse conditions and is expected to dress appropriately for the weather.

Major Duties and Responsibilities

Practice safety precautions and promptly report incidents.

Provide reports to ensure effective maintenance program operation.

Coordinate work orders for PHA inspections and compliance.

Perform visual inspections and manual labor to maintain building and grounds.

Execute planned and corrective maintenance for building surfaces, fixtures, systems, and equipment.

Maintain equipment by checking operation, lubricating bearings, changing filters, and replacing coils.

Carry out electrical and plumbing maintenance including leak inspections, appliance checks, and ground fault tests.

Perform grounds care tasks: mowing, trimming, fertilizing, watering, pest control, sweeping, patching parking lots, repairing signs, and snow removal.

Operate and maintain powered grounds equipment such as mowers, edgers, blowers, sprayers, and chain saws.

Use non‑powered tools for maintenance tasks.

Repair HVAC equipment and controls; handle carpentry tasks such as door/window installation and hardware repair; perform masonry, plastering, sheetrock, and drywall work.

Complete plumbing tasks including faucet repairs, toilet/sink maintenance, and drain clearing.

Execute painting duties such as surface preparation, coating, and touch‑ups.

Service and repair cleaning equipment, vehicles, and tools.

Undertake building and grounds repairs requiring frequent physical exertion and heavy lifting.

Inspect apartments for maintenance work and finished restorations.

Plan, schedule, and carry out preventative maintenance programs.

Use hand tools and equipment such as drills, hammers, pliers, and power saws.

Participate in off‑shift and weekend emergency coverage.

Read and interpret blueprints, building specifications, and HVAC operations.

Maintain knowledge of maintenance, groundskeeping, cleaning equipment, and methods.

Use maintenance software systems and plan work objectives.

Communicate effectively with staff, residents, contractors, and the public.

Apply accepted management and administrative practices; analyze problems and develop solutions.

Supervise subordinates and estimate labor and materials accurately.

Work independently on unit rehabilitation and resolution of work orders.

Operate computers to track information, generate forms, and communicate with co‑workers.

Be willing to travel overnight for at least 15 days annually for training and conferences.

Required Knowledge, Skills, and Abilities

Lifting heavy objects and moving up to 50 pounds.

Effective working relationships with staff and the public.

Independent planning and rehabilitation of units.

Electrical appliance installation.

Proficiency in plumbing, electrical, heating, carpentry, painting, and mechanical equipment.

Knowledge of occupational hazards and safety measures.

Understanding of boilers, cooling towers, and ground loop systems.

Ability to work in hazardous and adverse conditions.

Education and Experience

Preferred: high school diploma or equivalent; Bachelor’s Degree from an accredited institution.

Required: experience as a Journeyman craftsman in one or more building trades and progressive maintenance experience in apartment or public housing.

Preferred: certification by accredited bodies in maintenance and Master craftsman ability in multiple trades.

Training in INSPIRE and UPCS standards.

Equivalent technical training and work experience may substitute for the above requirements.

Special Requirements

Valid State of Missouri vehicle operator’s license; commercial license required if operating large vehicles.

Bondable and insurable.

Reading, writing, and computer proficiency (Word, Excel).

Successful pre‑employment drug screen and background check.

Direct deposit banking account required.
