Salary Range:
$74,803.00 – $119,684.00 Annually
Starting Pay:
$74,803.00 - $97,244.00 Annually
Job Summary
The Baltimore City Department of Finance is seeking a self‑motivated individual with excellent verbal, analytical, computational, and writing skills to assist the City’s Assessment Appeals Manager in the analysis of real property assessments in the City, documentation management, and prosecution of assessment appeals.
Essential Functions
Conduct thorough data analysis of real property assessments.
Manage documentation of assessment appeals.
Assist in the prosecution of assessment appeals.
Develop a successful working relationship with individuals in both State and City government.
Communicate effectively with stakeholders within City and State government as well as taxpayers within the city.
Maintain up-to-date knowledge of relevant tax laws and regulations.
Interpret and apply a variety of laws, rules, regulations, standards, and procedures.
Minimum Qualifications
Education:
Bachelor’s degree from an accredited college or university.
Experience:
Two years of experience in finance, accounting, public policy analysis, business administration, business process reengineering, real estate, or law, or an equivalent combination of education and experience.
Preferred Skills:
Strong Excel skills. Practical experience in legal frameworks, GIS, SQL, or Python is considered a plus but is not required.
Knowledge, Skills, and Abilities
Strong analytical and problem‑solving skills.
Excellent attention to detail and accuracy.
Proficient in Microsoft Office Suite (Word, Excel).
Ability to work independently and manage multiple tasks simultaneously.
Excellent written and verbal communication skills.
Ability to establish and maintain effective working relationships with the public and peers.
Additional Information
Background Check:
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
Probation:
All persons, including current City employees, selected for this position must complete a 6‑month mandatory probation.
Financial Disclosure:
This position requires completion of a Financial Disclosure pursuant to Sections 7‑7, 7‑8, and 7‑9 of the City Ethics Law.
