Role Overview The Business Process Reengineering (BPR) III will provide expertise in modern IT business process design, focusing on cloud architecture/security, DevSecOps, and ICAM lifecycle automation.

Essential Requirements

Experience:

Deep knowledge of cloud architecture and security (AWS, Azure, GCP preferred). Substantial hands–on work with DevSecOps development standards and automation. Demonstrated ability to analyze, recommend, and implement changes to enterprise ICAM systems and products.

Technical Skills:

Ability to design workflows/processes for federal enterprise IT. Familiarity with technologies such as OAuth/OIDC, API authentication, privileged access controls, certificate management, and enterprise identity federation. Experience with Agile and DevOps–based project delivery, including user story management, code commit/release, and operational support.

Security & Compliance:

Must meet all federal background check and clearance requirements. Annual security, privacy, and Section 508 training compliance.

Primary Responsibilities

Recommend and lead product changes for ICAM architecture/components.

Redesign business processes to incorporate automation, security best practices, and efficiency across the ICAM program.

Liaise with technical teams and federal leads to define requirements and draft technical documentation.

Implement business process frameworks optimizing risk management, compliance, and Agile delivery.

Ensure knowledge transfer and transition per contractual requirements.

General Key Personnel Requirements

Provide a detailed statement of qualifications (including certifications, experience, and ICAM knowledge) within 10 days following offer award.

Possess a high standard of professionalism, communication skills, and adaptability to changing technical and business priorities.

Be proactive in knowledge management, collaboration, and supporting innovation initiatives.

Comply with annual security and privacy training and all federal reporting/recordkeeping requirements.

Maintain full alignment with all DHS/USCIS policies, including Security Directive 4300A, HSPD‑12/PIV card requirements, Section 508 accessibility standards, and the Trusted Workforce 2.0 background screening program.

Ensure timely knowledge transfer and transition between outgoing and incoming key personnel as needed, with approval/notification to the Government per contract procedures.
