Position Overview We are seeking a
Senior Manager, State & Federal Contract Development
to drive NAP’s business growth within
New York State
and other public sector entities.
The ideal candidate will have
hands‑on experience in identifying, pursuing, and securing government contracts
– including
Teaming/Subcontracting arrangements with Primes
and
direct bids through NYS and GSA procurement channels .
This role requires
deep familiarity with the NYS procurement ecosystem , strong
industry relationships , and proven success in helping technology firms position themselves for state and federal contract awards.
Key Responsibilities
Contract Strategy & Capture Management
Identify, qualify, and pursue relevant
New York State and Federal IT contracts
(NYS OGS, ITS, GSA schedules, etc.).
Develop a
target pipeline
of opportunities that align with NAP’s IT capabilities.
Prepare
capture strategies, teaming agreements, and bid/no‑bid analyses .
Partnership Development
Build and maintain relationships with
prime contractors, system integrators, and procurement officers .
Identify and negotiate
subcontracting opportunities
with large firms seeking certified MBE partners.
Represent NAP in
state procurement and networking events
to strengthen visibility.
Proposal & Submission Management
Coordinate with technical and operations teams to develop
winning proposals, RFP responses, and capability statements .
Manage the
end‑to‑end submission process
for NYS and GSA tenders.
Leverage NAP’s
MBE certification
and
GSA schedule
to maximize contract eligibility and competitiveness.
Ensure adherence to
procurement regulations and reporting requirements .
Track trends in
public sector IT procurement .
Maintain awareness of
policy changes, budget cycles, and technology priorities
across NYS agencies.
Required Qualifications
8+ years
of experience in
government contracting or business development , with a focus on
New York State IT contracts .
Strong knowledge of
NYS procurement systems (e.g., NYS Contract Reporter, OGS portal)
and
federal contracting processes (SAM.gov, GSA eBuy, etc.) .
Proven relationships with
prime contractors, agencies, and key decision‑makers
in the NYS public sector.
Experience working with
minority‑owned or small businesses
in a subcontracting capacity.
Excellent written and verbal communication skills for RFPs and executive presentations.
Bachelor’s degree in Business, Public Administration, or a related field (Master’s preferred).
Preferred Attributes
