This position is located in the Metropolitan Police Department (MPD), Homeland Security Branch (HSB), Analytical Services Division, Major Investigations Branch (MIB). It works in direct support of MPD, Investigative Services Bureau (ISB). The primary purpose of the position is to collect, analyze and coordinate a variety of complex intelligence data and prepare comprehensive reports to support ongoing investigations.
This Investigative Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.
Responsibilities
With minimal supervision or oversight, gathers, researches, analyzes, evaluates and develops complex investigative intelligence information to support detectives/agents in the conduct of criminal investigations. Prepares comprehensive investigative reports.
Through use of a variety of electronic databases, identifies, interprets, and reports information needed to locate suspects, determine asset ownership, and establish associations between entities.
Coordinates investigative analysis work of major, high-priority cases which are central to agency objectives; coordinates verification of data; and conducts meetings and briefings.
Provides accurate and timely criminal intelligence to detectives by providing information from law enforcement databases to develop possible suspects and vehicles of interest to determine path of travel to and from the offense.
Examines and analyzes social media and telephone data to establish patterns and identify new leads.
Formulates information source search strategies, reviewing data to identify patterns and relationships across financial, criminal, public record, and other information.
Extracts and organizes complex statistical data and queries databases for intelligence data and background information based upon identified parameters, retrieving pertinent data in appropriate output format and disseminating to command staff and detectives.
Prepares maps and graphs and applies advanced mapping techniques to provide research, analysis and investigative findings in a visual format.
Reviews, evaluates, and makes recommendations regarding computer software and hardware related to investigative analysis and data manipulation.
Creates presentations and other media materials for briefings to the executive level staff and the Mayor’s Office.
Establishes working relationships with counterparts in local, state and Federal law enforcement agencies for the purpose of exchanging pertinent information and providing free flow of information.
Represents the branch and MPD authoritatively to key officials and organizations.
Provides administrative support and assistance to the Investigative Services Bureau investigators and detectives in accomplishing activities for their assigned cases. Drafts analytical overview and timelines of cases.
Performs other related duties as assigned.
Qualifications
Knowledge of MPD, District and Federal laws, regulations, executive orders, directives and agreements which govern the investigative analysis work to include The Jencks Act, Brady Material, and 28 CFR Part 23. Knowledge of the roles, responsibilities and programs of MPD and other government agencies involved in the criminal investigation activities.
Knowledge of, and skill in applying, a wide range of concepts, principles, and practices involving criminological theories and research methodologies; the use of investigative and intelligence gathering systems; information search and retrieval techniques and procedures; and automated intelligence systems.
Knowledge of, and skill in applying, fact‑finding methods and analysis to conduct complex trend analysis and statistical studies; extract and summarize information received from the intelligence community and other law enforcement agencies into a single cohesive report; and determine supplemental leads for further research and analysis.
Knowledge of modern investigative techniques and methods and information sources.
Skill to apply and conduct detailed statistical computations such as spatial and temporal event series projects and time series regression modeling.
Demonstrated ability to effectively and independently analyze and communicate sound and authoritative recommendations on highly complex and sensitive criminal investigation issues/cases.
Knowledge sufficient to serve as recognized technical authority in the investigative analysis area and to serve as an authoritative MPD representative to outside organizations.
Strong communications skills, sufficient to present information convincingly to audiences including outside agencies and private sector representatives with divergent and conflicting views on issues involved.
Ability and skill to speak and write effectively and analyze criminal intelligence information.
Ability to establish working relationships with representatives of other governmental entities and the general public relating to criminal justice system activities.
Ability to present and preserve evidence.
Ability to develop comprehensive written, accurate, clear and concise reports, and present findings to various audiences.
Ability to interpret oral, written, mathematical, statistical or technical information and data dealing with complex variables to identify, analyze and produce comprehensive management reports.
Ability to operate a personal computer and to utilize Microsoft Excel, Microsoft Access, and Microsoft PowerPoint as well as complex analytical software such as ArcGIS, i2, Analyst Notebook, and VeriTracks/Attenti GPS systems, worldwide internet, and any other relevant resources.
Ability to summarize raw data from MPD data sources such as RMS, CAD, CJIS, COLUMBO, JUSTIS, eAgent WALES/NCIC, Tableau, and COGNOS.
Licensures, Certifications And Other Requirements N/A.
Education A bachelor’s degree in Criminal Justice or related field is preferred.
Work Experience Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-11 grade level, or its non‑District equivalent, gained from public or private sector. Specialized experience for this position includes, but is not limited to: experience carrying out investigative analysis responsibilities; analyzing and evaluating complex intelligence data; experience researching, analyzing and interpreting statistical data and information; ability to brief senior management on complex investigative issues; comprehensive knowledge of modern investigative techniques and methods and information sources and ability to establish working relationships with representatives of other organizations.
Work Environment The work is normally performed in a standard office setting.
