Compliance Officer - BSA/AML

We are currently seeking an enthusiastic individual for our Compliance Officer – BSA/AML role. This position is responsible for the development, implementation, and maintenance of the BSA/AML, USA Patriot Act, OFAC and Sanctions programs; fraud; and regulatory compliance program for Bank of the Orient. The role also includes technical support, interpretation and dissemination of information, development of training programs, correction of deficiencies, and reporting to management on the status of compliance & fraud programs. The position is also responsible for the bank’s information security program.
Essential Duties
Demonstrates quality customer service principles with managers, co-workers, vendors, examiners, etc. consistently.
Administers and implements BSA/AML, USA Patriot Act, OFAC, Sanctions and regulatory compliance rules and regulations for deposit, lending and retail operations.
Administers and implements Information Security requirements to comply with rules and regulations for the Bank.
Completes assigned special projects which include, but are not limited to branch opening/relocation/closure, new products and services, new system implementation, business continuity planning (BCP), etc.
Follows through as the principal coordinator for BSA/AML OFAC, Sanctions and regulatory compliance and information security topics and reporting and assist with other various task force committees, as needed.
Plans and conducts testing and reporting in areas for regulatory and consumer compliance; and information security.
Reviews, implements and maintains the Bank’s compliance systems, which includes, but is not limited to transaction monitoring, compliance management and ERM (Enterprise Risk Management) systems.
Prepares and summarizes information for distribution and trains bank staff by interpreting policies and procedures relative to positions and departments. Also, develops and trains compliance staff to ensure new laws and regulations are adhered to.
Reviews branches and departments operations on a continuous basis for sustained compliance with laws and regulations on bank operations, identifies problems and deficiencies, reports them to the Chief Risk Officer, and makes recommendations for corrective actions.
Prepares and files various compliance reports and forms as required by laws, rules and regulation, implements, initiates and generates regular reports for compliance monitoring activity to meet Bank obligations, reporting to various committees, board, task force and issue tracking and remediation of corrective action.
Maintains policies and procedures manuals for BSA/AML/OFAC, Sanctions and regulatory compliance, and information security ensuring they are up to date and complete to comply with laws and regulations.
Develops and facilitates annual BSA/AML/OFAC, Sanctions, regulatory compliance and information security training program by interpreting and implementing laws to ensure compliance rules and regulations are satisfied; and ensures accurate tracking of completion of assigned courses.
Keeps abreast of new regulatory guidelines from the various regulatory agencies and assists in implementing processes that enable the Bank to meet guidelines with a satisfactory rating.
Coordinates with branch operations, branch area managers, central processing and others to ensure new BSA, AML, OFAC, Sanctions, regulatory compliance, fraud controls and information security procedures or changes to existing procedures are properly implemented.
Act as subject matter expert and in-depth understanding to ensure compliance with all Bank compliance regulations – i.e., AML, BSA, OFAC, USA Patriot Act, CTR, SAR filings.
Facilitate compliance for Reg B, Reg CC, Reg DD, Reg Z, UDAAP, HMDA, CRA, etc. Also, facilitate with fraud control and information security framework, i.e., FFIEC IT Examination, NIST Cybersecurity Framework, etc.
Actively develops and participates in any required Bank training satisfactorily and on time – i.e., customer service training, compliance training such as BSA / AML Training, IT training, etc.
Maintains strict control and confidentiality over all non-public customer information in accordance with the Gramm‑Leach‑Bliley Act, CCPA, and all applicable state regulations and the Bank’s Customer Information Security Policy.
Abides by the Bank’s compliance programs, as well as other compliance and security banking and information security laws, rules and regulations.
Minimum Requirements
Minimum bachelor’s degree in business or related field.
Minimum 7 years commercial and retail banking experience; specifically, in developing and administering compliance in BSA/AML OFAC, Sanctions, regulatory banking, fraud and information security program.
Advanced certification or professional designation – i.e., CAMS, CRCM, CFE, CISA, etc.
Minimum 7 years previous experience in bank operations, compliance or audit.
Good understanding of bank compliance laws and regulations affecting bank retail operations and lending services, including online and in‑person branch operations.
Competency in application of BSA, AML, OFAC, Sanctions, banking regulatory compliance rules and laws, fraud and information security.
Demonstrated ability to read and analyze financial and procedural data and to recognize potential conflicts.
Ability to use knowledge, experience, discretion and independent judgement in resolving problems.
Demonstrated ability to prioritize tasks and meet deadlines.
Demonstrated ability to manage a large volume of work with multiple project deadlines under minimal supervision.
Demonstrated ability to lead team, develop and coach team members to enhance their skills and knowledge.
Proficient computer skills – i.e., MS Teams, Word, Excel, Data analytics, Transaction monitoring, Enterprise Risk Management (ERM) system and etc.
Excellent oral and written communication skills.
Bilingual Cantonese or Mandarin speaking preferred.
