Performs professional and supervisory work planning, coordinating, implementing, and evaluating programs for youth, teens, adults, and seniors of diverse populations, and creating quarterly program brochure. An employee in this class plans, coordinates, and supervises a variety of recreational and leisure time activities for the citizens of the community and for visitors. Work includes creation of quarterly brochure including scheduling times, instructors and rooms use; overseeing the operation of the Community Center building during open hours; maintaining scheduling software for class registration, room usage, and rentals; monitoring the day-to-day operations of recreation programs and handling and resolving issues and complaints and assuring required materials and supplies; making trip arrangements for seniors, camps and teens and accompanying trips; supervising front desk staff, assuring maintenance needs are met, ordering supplies and ensuring policies and regulations are adhered to; overseeing special event activities including set up and take down; contracts with instructors and recruits volunteers. Work is performed in accordance with departmental rules and policies and requires judgmental discretion in the application and interpretation of programs, game rules, and procedures. Work is performed under the general supervision of the Assistant Recreation Director and is evaluated in terms of program effectiveness and through observation and discussions surrounding public acceptance.

Evaluates community needs and effectiveness of programs by working with Town officials, community groups and individuals in determination of needs and interests in assigned area.

Works with various staff and oversees development of schedule of activities, events, classes, and related occurrences and creates program brochure for the quarter; works with printer to produce brochure.

Manages a variety of recreational programs and staff serving diverse populations and needs such as seniors, fitness, children and youth programming, preschool programming, special community events, and after school and summer camps.

Works with center and programming staff to develop and modify recreational programs for target populations in areas such as classes, events, camps, and trips; provides leadership to a variety of employees and volunteers at events.

Supervises staff; hires, trains, and evaluates full-time and part-time staff and volunteers; supervises associated instructional and official employees.

Oversees day to day and after-hours operations of the community center, including needed maintenance, building usage, program registration and collection of fees; monitors and assures clean and neat appearance of the recreation center; gives directions to staff for preparation of center for activities; covers front desk as needed.

Deals with complaints and problems related to programs supervised and to facilities issues.

Prepares reports, correspondence, and evaluations; drafts and implements policies and procedures; works on special projects as assigned and leads some departmental efforts and projects.

Assists in the formulation and execution of departmental rules and policies.

Participates in planning for special Town events and festivals and works as required at the events.

Performs related duties as required.

Thorough knowledge of the principles, rules, materials, and equipment requirements of a variety of recreational activities, events, and facilities and of principles, practices, and methods of recreational and leisure time programs.

Thorough knowledge of current literature, trends, and developments in the field of public recreation, cultural and arts programs.

Considerable knowledge of standard resources, materials, and facilities utilized in a public recreational program.

Working knowledge of Town personnel, purchasing, and budget policies and procedures.

Ability to effectively plan and execute a year-round program of recreational activities.

Ability to adhere to program standards and objectives.

Ability to resolvedisputes with firmness and impartiality.

Ability to effectively supervise and coordinate the work of part-time, seasonal, and contracted employees and volunteers.

Ability to express ideas effectively and communicate effectively in oral and written forms.

Ability to deal tactfully and courteously with the public.

Ability to establish and maintain effective working relationships with officials, citizens, employees, supervisors, and participants.

Physical Requirements

Must be able to physically perform the basic life operational functions of standing, walking, balancing, crawling, reaching, lifting, fingering, grasping, talking, hearing, and repetitive motions.

Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20 pounds of force frequently; and/or a negligible amount of force constantly to move objects.

Must possess the visual acuity to prepare and analyze data, operate a computer, perform extensive reading, utilize measuring devices, and inspect work of others.

Desirable Education and Experience

Graduation from a four-year college or university with a degree in recreation administration, or related degree and considerable experience of a progressively responsible nature in recreational programming including supervisory experience; or an equivalent combination of education and experience. Possession of (or ability to obtain) Certified Parks and Recreational Professional credential preferred.

Special Requirements

North Carolina driver's license.

Additional Information

The starting salary will be determined based on the selected candidate's skills and qualifications.

Must be flexible with hours. Some weekend work may be required.
