Overview At HDR, a top‑10 architect‑engineering firm, we are employee‑owned and committed to inclusion and authenticity. We have been selected to provide Installation Engineering and Management functions for the United States Air Force Academy (USAFA) in Colorado Springs under a Base Maintenance Contract from 2026 to 2034. The contract covers wide‑ranging facility management services including planning, programming, design, asset management, construction inspection, energy management, real estate, environmental, GIS and CAD.

The role is full‑time, located on‑site at USAFA, with an expected start date of March 1 2026. Ideal candidates have exposure to federal contracts and the Air Force Civil Engineering Squadron and are enthusiastic about supporting cadets and future Air Force leaders in state‑of‑the‑art facilities.

Responsibilities

Own and coordinate the Facility AMP and project authorizations, reflecting a leadership role within the installation planning team.

Apply AFI 32‑1032 and AFI 32‑1023 to plan and program appropriated fund maintenance, repair and construction projects.

Articulate project requirements and benefits to the Air Force, assessing impacts of non‑approval.

Define project scopes to meet current and future mission needs.

Assist the lead programmer with DOD Form 1391 processing for Facility Sustainment Restoration Modernization (FSRM) and Military Construction (MILCON) projects.

Develop rough‑order‑of‑magnitude (ROM) cost estimates using government‑provided software.

Lead the development of 1391s, threshold reporting and AFI compliance.

Produce deliverables such as justifications, space requirement calculations, site plans, and integration of funding timelines with construction schedules.

Support Base Comprehensive Asset Management Plan (BCAMP) development.

Obtain and verify information to secure Congressional funding approval.

Collaborate with Civil Engineering Operations Flight and other mission partners on asset management and pre‑acquisition documentation.

Assist in developing and submitting project lists for BCAMP, MILCON, UMMC, ERCIP, and other initiatives.

Perform other duties as required.

Preferred Qualifications

Programming experience in the Air Force Civil Engineering Squadron.

Willingness to work on site at the USAFA.

Ability to pass a U.S. background check.

Knowledge of the Unified Facilities Criteria.

Completion of AFIT training courses WMGT 331, 417, 423, WENG 400, 500.

U.S. citizenship or naturalized status required.

Required Qualifications

Bachelor’s degree in engineering, architecture, or construction.

Minimum of 3 years experience in the architecture, engineering, or construction industry.

Ability to interact and work with diverse stakeholders daily.

Excellent written and verbal communication skills.

Ability to submit and pass a background check.

Expected compensation is $85,000 – $115,000 for Colorado.
