Pay Range $156,830 - 196,000
Position Summary The Operations Director leads engineering, production, safety and facilities organizations within VIGOR Works. In this role, the Operations Director ensures that product development achieves cost, schedule, quality, safety and performance requirements as defined by the Program Management Director and overarching VIGOR company policy for processes and procedures. While the Program Management Director is ultimately responsible for program performance, the Operations Director serves as the responsible leader for all engineering, production, safety and facilities functions. This requires the Operations Director to work closely with Program Management, Planning and Integration, Finance, Quality, Affordability, Integrated Logistics, Test and Contracts organizations.
Essential Functions and Major Responsibilities
Ensures the Chief Naval Architect function is provided the budget allocation, tools, training and direction to effectively execute their duties
Ensures the Production function is provided the budget allocation, tools, equipment, material, training and direction to effectively execute their duties
Ensures the Facilities function is provided the budget allocation, facilities, tools, equipment, training and direction to effectively execute their duties
Ensures the Safety function is provided the budget allocation, tools, equipment, material, training and direction to effectively execute their duties
Ensures that all Safety compliance processes and procedures are fully implemented and regularly assess VIGOR Works compliance with all Government, Industry and Company policies/procedures.
Seeks ways to improve operations related performance by the introduction of Lean/Six Sigma practices, Design to Cost (DTC) targets, workforce efficiency targets and performance measurement techniques to ensure VIGOR Works is providing our Customers with products delivered on-time, performing to requirements, on cost and safely (with zero injury incidents)
Works with VIGOR's advanced manufacturing and supply chain groups to implement techniques, technologies, equipment and facilities that improve overall program performance
Supervisory Responsibility Manages a minimum of 5 direct reports up to as many as 10. This includes a minimum of 2 Director Level 1 subordinates.
Knowledge, Skills and Abilities
Experience with DoD 5000.1 and DoD 5000.2
Deep understanding of American Bureau of Shipbuilding (ABS) Rules and Guides
Deep knowledge of Lean / Six Sigma principals
Experience leading Maritime engineering and production organizations through the entire product design, development, delivery and support phases
Experience implementing DTC targets
Experience with Value Engineering Change Proposal (VECP) development and execution
Experience with an Engineering Drawing Release System within a Maritime development environment
Experience developing complex Integrated Master Schedules
Experience developing Work Packages and Shop Instructions
Experience developing Bill of Material (BOM) and utilizing Enterprise Resource Planning (ERP) software
Experience developing Basis of Estimate (BOE) and developing cost vs task historical data sets
Strong communication and organization skills
Proficiency with MS Office (Excel, PowerPoint)
Education and/or Experience
Requires a minimum of a Bachelor of Science in Naval Architecture, Manufacturing Engineering, Aerospace Engineering, Mechanical Engineering or Systems Engineering
15 years of work experience in a marine engineering, production or program management role.
A Master of Science Degree in any of the aforementioned is preferred.
Certificates, Licenses and Registrations Professional Engineer (PE) license is preferred
PMP certification is preferred
Six Sigma / LEAN certification is preferred
Work Environment This position requires that the successful candidate work onsite 5 days per week. The person may be required to be in production areas at times. There may be local travel up to 10% of the time and out-of-town travel (including air travel) up to 5% of the time with notice.
Citizenship Pursuant to a government contract, this specific position requires US citizenship.
