Overview The Director of Strategy and Performance Management serves as a strategic partner leading the development and implementation of enterprise-wide planning and performance management initiatives across the Charlotte Area Transit System (CATS). The role oversees performance systems, defines KPIs, ensures data accuracy, and translates performance trends into actionable strategies, guiding leadership on data-driven decisions.
Major Duties and Responsibilities
Lead strategic planning and performance initiatives, working closely with department heads and senior leadership.
Design and oversee KPI framework, ensuring alignment with organizational goals and regulatory compliance.
Partner with data owners across departments to streamline and standardize data processes for effective reporting.
Interpret and validate performance data to ensure accuracy, consistency, and usefulness for decision‑makers.
Guide strategic discussions using data‑driven insights, advising on its use to support informed decisions.
Develop and maintain visual standards for performance reporting and dashboards.
Support and train staff on using performance tools and understanding agency goals.
Coordinate cross‑functional projects and deep dives into business processes to identify operational improvements.
Provide industry benchmarking and comparative performance analysis to inform planning and target setting.
Supervise direct reports, ensure accountability, and connect individual performance to organizational goals.
Knowledge, Skills and Abilities
Best practices in performance management, including the development and evaluation of KPIs, target setting and benchmarking.
Assessment and improvement of organizational performance through structured evaluation methods.
Understanding of business systems and operations, including data flows and operational effectiveness.
Quantitative and investigative analysis concepts, such as sampling, trend analysis.
Standard office systems, software tools, and documentation practices for reporting and analysis.
Professional writing and reporting skills to prepare clear, actionable documents.

Develop performance measures and KPI targets, evaluating results and conducting benchmarking studies.
Design and maintain data for regular reports and visualizations, including dashboards.
Lead implementation of goals and objectives for performance management.

Perform complex statistical and mathematical analyses.

Minimum Qualifications
Bachelor's Degree in Business Administration, Analytics, Economics, Finance, Planning, Project Management or a related field.
Five (5) years of experience in project management, performance measurement, public administration, transit operations and/or strategic communication, including three (3) years of supervisory, management, or project management experience coordinating and organizing the work of others.
