Ares Enterprise LLC, a Woman‑Owned Small Business (WOSB) and trusted federal technology partner, is seeking a Business Analyst to support our proposed work with the New York City Department of Education (DOE) under the Facilities Application Support Project. The DOE, the largest school system in the nation serving over 1.1 million students across 1,800 schools, aims to enhance and modernize its Division of School Facilities (DSF) applications through this initiative.
This is a contingent, project‑based position expected to begin around January 2025 with a 24‑month period of performance, pending contract award.
The Business Analyst will collaborate with DOE’s Division of Instructional & Information Technology (DIIT) and Ares project leadership to gather, analyze, and document business and technical requirements for key systems such as Water Testing Management, AHERA Management System, and Capital Management and Building Surveys. This role will support efforts to streamline processes, automate workflows, improve reporting capabilities, and strengthen system integrations—all in alignment with DOE’s vision of Equity and Excellence for All.
Responsibilities
Assign workloads, monitor progress, and deliver monthly status reports.
Perform risk management, oversee Agile processes, and make management and operational decisions to maintain quality standards.
Facilitate Agile Scrum activities including documenting requirements, conducting daily scrums, backlog grooming, sprint planning, demos, and retrospectives.
Collaborate with Product Owner to enhance Product Backlog; create and refine User Stories, User Story Maps, Business Process Diagrams, and other artifacts.
Ensure User Stories meet Definition of Ready criteria; clear, concise, acceptance criteria.
Develop test cases, execute them, document coverage and issues.
Serve as Scrum Master; facilitate ceremonies per Scrum Guide.
Support Product Owner in defining Product Goals, managing Backlog, removing collaboration barriers.
Continuously improve Scrum practices and product quality.
Requirements
Must be a US Citizen
Bachelor’s degree or equivalent experience
7+ years of experience
Proficient in MS Visio, MS Project, MS PowerPoint
Strong knowledge of Agile Scrum principles and practices
Strong documentation experience is a must
Experience in user story refinement, backlog management, and test case development
Excellent communication, facilitation, and problem‑solving skills
Ability to work collaboratively with cross‑functional teams and stakeholders
Preferred Qualifications
Scrum Master certification (e.g., Certified ScrumMaster) is a plus
