Job Description We are seeking a highly talented
Proposal Specialist II
to join our West Region Marketing team. This role will work in collaboration with the business development and operations team on pursuits, including partnering in the preparation of formal and informal client solicitations such as expressions of interest (EOI), requests for qualifications (RFQ), requests for proposals (RFP), and pre‑qualification efforts. The position is a hybrid role combining remote and in‑office work and can be based in, but is not limited to: Minneapolis, MN; Chicago, IL; Denver, CO; Detroit, MI; Houston, TX; Meridian, ID; Murray, UT; Phoenix, AZ; Portland, OR.
Job Responsibilities
Lead the annual SOQ and pre‑qualification process for AECOM’s Transportation Business Line, ensuring timely, accurate, and compelling submissions to municipal, regional, and state transportation agencies.
Manage a schedule of recurring client submittals, including tracking due dates, coordinating updates, and maintaining compliance with client‑specific requirements.
Collaborate with technical and operational leaders to gather project information, staff resumes, and experience narratives that align with client priorities and market trends.
Develop clear, tailored, and persuasive content that communicates AECOM’s expertise, differentiators, and value to each client.
Maintain and update marketing collateral including project descriptions, staff bios, safety and QA/QC narratives, and standard firm materials for currency and consistency.
Ensure brand, style, and quality standards are upheld across all submittals and materials in alignment with AECOM’s global marketing and communications standards.
Partner with pursuit and client account teams to support strategic positioning and pre‑qualification efforts for upcoming pursuits.
Monitor and track client pre‑qualification systems (e.g., vendor registration, portal maintenance) to maintain active status and compliance.
Support knowledge sharing and process improvement across the marketing team by developing templates, style guides, and best practices for water‑related submittals.
Collaborate cross‑regionally to leverage and adapt materials, share content, and support major pursuits as needed.
Qualifications Minimum Requirements
BA/BS + 2 years of experience collaborating within a marketing team to lead and/or support proposal activity or a demonstrated equivalency of experience and/or education.
A developed understanding of effective proposal and presentation writing and production.
Preferred Qualifications
Working knowledge of and interest in the A/E industry, including AECOM’s projects, people, credentials, and competitors.
A detailed knowledge of marketing best practices and procedures, work processes, and tools.
A strong working knowledge of InDesign as well as Microsoft Word, Excel, PowerPoint, and Adobe Acrobat.
A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.
Experience with CRM Salesforce is a plus.
Initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion.
Ability to produce accurate, compliant, and compelling work independently and with others.
Experience demonstrating leadership qualities.

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $65,000 to $90,000.
