Description of Job As the Emergency Preparedness Coordinator, you will be responsible for planning, implementing, and managing all aspects of emergency preparedness, response, recovery, and mitigation for all college campuses. This includes coordinating with campus departments, local emergency services, and other stakeholders to ensure the safety of students, faculty, staff, and visitors. Remote work is not an option; frequent travel to other campuses may be required. Colorado residency on the first day of employment is required. FRCC is an E‑Verify employer.

Responsibilities

Develop, coordinate, and maintain the college’s Emergency Operations Plan (EOP) and Continuity of Operations Plan (COOP).

Conduct risk assessments to identify potential threats and vulnerabilities.

Plan, design, and deliver training programs, drills, and exercises for faculty, staff, and students.

Create emergency response protocols for natural disasters, hostile intruder situations, medical emergencies, and other incidents.

Work with departments and local partners to determine needs and provide assistance related to planning and preparedness.

Collaborate with local, state, and federal agencies to align plans with regional and national standards.

Draft letters, correspondence, reports, and presentations.

Collect data, generate reports, and maintain awareness of the program budget.

Manage emergency management related grants.

Assist shift supervisors with fire drills and evacuation procedures in accordance with Colorado Fire Code.

Establish, direct, and manage the Emergency Management Response Team.

Develop and distribute educational materials to increase campus community awareness of emergency protocols.

Deliver presentations on emergency preparedness and educate the Campus Safety team.

Build partnerships and serve as key point of contact with community organizations, law enforcement, fire services, and public health agencies.

Manage Safety Committees on each campus.

Promote a culture of safety and preparedness on campus.

Educate the campus community on the Emergency Operations Plan.

Ensure compliance with federal, state, and local regulations (Clery Act, FEMA, OSHA).

Maintain records of emergency plans, training sessions, and drills.

Review and update emergency policies and procedures regularly.

Serve as Incident Commander during on‑campus emergencies or coordinate with the Incident Command team.

Facilitate real‑time communication to stakeholders during emergencies.

Evaluate and update evacuation, lockdown, and shelter‑in‑place procedures as necessary.

Develop post‑incident recovery plans.

Conduct after‑action reviews and provide detailed incident reports.

Identify lessons learned and implement improvements.

Manage campus mitigation projects to improve infrastructure resilience and safety.

Minimum Qualifications

Bachelor’s degree in Emergency Management, Public Administration, Homeland Security, or related field and 2 years of public safety related work experience.

OR six (6) years of emergency management or disaster planning experience.

Valid driver’s license.

Knowledge of facilities and personal security techniques.

Preferred Qualifications

Ability to communicate effectively in Spanish.

Salary $55,769 – $58,557 annually.
