Department of Transportation The Department of Transportation invites application for the Transportation Engineer role within the MPD planning team.

Job location: MPD PLANNING TEAM, 1611 W Jackson Street, Phoenix, AZ 85007.

Salary: $88,500.00 - $98,500.00

Anticipated Salary: $93,500.00

This position is eligible for a $4,000 hiring incentive

Job Summary The Transportation Engineer serves as Project Manager, managing all aspects of analyses, design, and preparation of construction plans, estimates, specifications, engineering studies, and reports for complex freeway projects; facilitates review of these products with the various technical areas and project stakeholders.

Arranges, conducts, and represents the project team at public information meetings and public hearings. May drive a state vehicle as part of the job.

Prepares the scope of work for final design services; serves as team leader for consultant selection; negotiates contracts; approves design schedule; monitors scope, schedule, and budget; approves consultant invoices for payment.

This position may offer the ability to work remotely within Arizona, based upon departmental business needs and performance measures.

Job Duties

Lead and manage a multidisciplinary team in analysis, design, and preparation of construction plans, estimates, specifications, engineering studies, and reports for complex projects.

Facilitate reviews of engineering studies, reports, designs, plans, estimates, and special provisions developed by ADOT Groups, outside agencies, or consultants.

Communicate with ADOT Groups and outside agencies to inform, facilitate, and expedite project development.

Identify project issues, develop solutions, and facilitate resolution with team members, consultants, stakeholders, and ADOT management.

Approve all changes to scope, schedule, and budget throughout the design and construction phases.

Initiate contract process, create scope of work, participate in selection, negotiate contract, and finalize budget for complex projects.

Knowledge, Skills, & Abilities (KSAs)

Proficient in project programming, design, development, construction, scheduling techniques, cost estimation, and project management tools.

Knowledge of outside agency procedures, federal and state rules, regulations, policies, and guidelines related to project development.

Professional licensure in Civil Engineering, with experience in development, design, construction, and maintenance of State Highway System.

Skills

Effective oral and written communication skills.

Ability to represent the State positively and establish trust.

Problem solving, negotiation, mediation, conflict resolution, and motivational skills.

Method proficiency in Microsoft Office and Google Workspace.

Abilities

Communicate clearly with various professional and government representatives, stakeholders, and the public.

Respond to verbal and written questions from the public and governmental representatives.

Analyze and interpret state and federal rules and regulations related to highway development.

Analyze and evaluate engineering data to implement standards, procedures, and priorities for assignment and projects.

Selective Preferences A bachelor's degree in Civil Engineering (or related field) and a minimum of two (2) years experience equivalent to a Transportation Engineering Specialist. The ideal candidate will have knowledge of ADOT project development process and two (2) years of experience managing transportation projects. Excellent communication and computer skills.

Pre-Employment Requirements This position requires driving or vehicle use as an essential function of the job. Employees must possess a current, valid Class‑appropriate driver’s license, complete required training, and pass necessary driver license record checks. Drivers must maintain acceptable driving records and complete training. Employees driving a personal vehicle on state business must maintain statutorily required liability insurance. A valid Arizona PE is required. A candidate with an active PE in another state must meet Arizona registration requirements within 6 months. Valid driver’s license with acceptable 39-month MVR. All newly hired State employees must complete the Electronic Employment Eligibility Verification Program (E‑Verify).
