Job Summary Independently develops the entire procurement process for assigned commodities/services of a complex and technical nature. Works under general supervision to develop, negotiate, award, and administer contracts, agreements, and leases. Analyzes and interprets technical data, policy, and regulatory information to plan and coordinate procurement and contract activities.

May work remotely within Arizona (two days per week in office).

Job Duties

Process procurement requisitions. Prepare, issue, open, evaluate, and award complex solicitations.

Conduct presentations, negotiate best and final offers, evaluate/award. Conduct various meetings with customers, pre‑bid/offer conferences with vendors, and evaluation committee meetings. Participate in focus group meetings.

Provide timely assistance to customers in developing complex technical and performance specifications. Recognize issues and identify actions and address within applicable statutes and rules. Elevate to supervisor when necessary.

Effectively administer resultant contracts per contractual provisions. May conduct post‑award meetings, timely contract extensions or re‑bids. Analyze requests, authorize and effectuate applicable contract amendments/change orders.

Knowledge, Skills & Abilities (KSAs)

Considerable knowledge of the Arizona Procurement Code, Commodity Codes, Federal Antitrust Laws, and Federal Acquisition Regulations, as well as ADOT and State procurement process.

Knowledge of ADOT organizational structure and related policies and procedures.

Considerable knowledge of procurement and accounting software, word processing, spreadsheet, and database applications.

Skill Requirements

Project management, negotiation, research and analysis.

Communication and time management.

Interpretation of laws, rules and regulations related to lawful procurement.

Excellent public contact/customer service and verbal and written communication.

Computer skills in Google Workspace, MS Word, Excel, Access; proficiency with e‑procurement system.

Ability To

Plan, organize, coordinate, and prioritize activities to meet department needs.

Negotiate.

Problem‑solve.

Maintain confidentiality of purchasing and procurement details.

Selective Preferences Bachelor’s degree in supply chain management or related field. Prefer candidates with training from professional associations or higher education in public procurement. Prefer procurement certifications: Certified Professional Public Buyer, Certified Public Purchasing Officer, or other. Minimum one year of public sector experience in sourcing, purchasing, or contract.

Pre-Employment Requirements This position requires driving or use of a vehicle. Must possess a current, valid driver’s license, complete required training, and maintain acceptable driving record. Must maintain statutory liability insurance. Must complete E‑Verify.
