Role Overview Tessera is seeking an Emergency Management Technician Lead to support emergency preparedness at the U.S. Air Force Academy. The role involves CBRN and HAZMAT response, training delivery, equipment maintenance, and support to the Emergency Operations Center. Candidates must be ready for 24/7 emergency response and meet demanding technical and physical standards.

Typical Duties

Assist in executing the Emergency Management program at USAFA to ensure operational-level prevention, protection, response, and recovery actions.

Perform HAZMAT and/or CBRN responder duties, including the use of specialized equipment and PPE, and identification of hazardous or unknown substances while operating at protection levels such as Level A or B.

Maintain and operate CBRN/HAZMAT responder equipment and team support assets.

Schedule and deliver initial and recurring Emergency Management and CBRN‑related training for the Disaster Response Force and installation personnel.

Support Emergency Operations Center (EOC) and CBRN Control Center operations by providing subject‑matter expertise to the EOC Director, Manager, Incident Commander, and other responders.

Serve as the Unit Deployment Manager for the Squadron Commander's deployment readiness program.

Coordinate review and update of emergency plans and procedures in alignment with USAFA, Air Force, and DoD instructions.

Conduct risk, threat, and vulnerability assessments and provide written findings and recommendations.

Perform on‑call emergency response duties, ready to report to work and support EOC or Incident Command operations on short notice, 24/7.

Qualifications

Proven expertise in emergency planning, including development of comprehensive plans for military installations or large metropolitan areas.

Strong knowledge of EOC functions with hands‑on experience in ESF‑5 (Information & Planning) roles.

Familiarity with FEMA CPG 101 and 102; prior completion of FEMA Independent Study courses related to planning and ESF‑5 preferred.

Air Force Certified Emergency Manager (AFCEM) certification required or ability to obtain post‑hire.

Experience in training development and emergency equipment logistics.

Working knowledge of C2IMERA and common operating picture tools (preferred).

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access).

Availability for on‑call duties and alternate shifts, including weekends and holidays.

Fluent in spoken and written English.

Physical Requirements

Ability to reach, kneel, walk, stand, and use repetitive motion for several hours.

Work may require repetitive motion, reaching, lifting, kneeling, and walking; standing or sitting for several hours, climbing in and out of a vehicle, and stairs.

Must persevere under pressure for extended periods.

Requirements

Must be eligible to obtain and maintain a Secret clearance.

Bachelor's degree (or higher) in Emergency & Disaster Management with 8+ years of field experience, or 12+ years of related experience without a degree.

Graduate of Air Force Readiness Apprentice Course or approved equivalent; minimum attendance at J3AIRTXXXX0B3A or equivalent if not a graduate.

Maintain annual instructor qualifications for emergency management courses.

Valid state driver's license and ability to obtain and maintain coverage by Tessera's insurance.

Real‑ID compliant driver's license or acceptable alternative (U.S. passport or military ID) for access to federal military installations.

Will obtain and maintain applicable security clearances and installation access; background check and E‑Verify will be conducted.
