Job Summary The Transportation Engineer serves as Project Manager, managing all aspects of analysis, design, and preparation of construction plans, estimates, specifications, engineering studies, and reports for complex freeway projects. The role facilitates review of these products with various technical areas and project stakeholders, arranges and leads project team meetings, and may drive a state vehicle in the course of State business.

Job Duties

Lead and manage a multi‑disciplinary team of in‑house and consultant members in the analysis, design, and preparation of construction plans, estimates, specifications, engineering studies, and reports.

Facilitate reviews of engineering studies, reports, designs, plans, estimates, and special provisions produced by ADOT Groups/Sections, outside agencies, or consultants, recommending approval or denial and linking all technical units.

Communicate with ADOT Groups/Sections and outside agencies to inform, facilitate, and expedite the development of projects and improve product quality.

Arrange, conduct, and represent the project team at all meetings (including Public Information Meetings and Public Hearings).

Identify project issues, develop solutions, and facilitate resolution with team members, consultants, stakeholders, and ADOT management.

Approve all changes to scope, schedule, and budget throughout the design and construction phases of the project.

Initiate the contract process by creating scope of work, participating in the selection process, negotiating the contract, and ultimately signing off on the final scope and budget for complex projects.

Knowledge, Skills & Abilities

Project programming, design, development, construction, ADOT organization, maintenance, technical areas, scheduling techniques, work hour estimation, construction cost estimation, and project management tools.

Knowledge of general procedures of outside agencies, including Federal and State rules, regulations, policies, procedures, and guidelines applicable to the Project Development Process.

Professional licensure and experience in Civil Engineering principles and practices applied to development, design, construction, and maintenance of the State Highway System.

Effective oral and written communication skills and the ability to represent the State positively.

Problem‑solving, negotiation, mediation, conflict resolution, and motivational skills.

Competence with Microsoft Office and Google Workspace.

Ability to communicate clearly with professional and government representatives, stakeholders, and the public.

Capacity to analyze and interpret state and federal rules and regulations related to highway development.

Skill in analyzing and evaluating engineering data to develop and implement appropriate standards, practices, procedures, and priorities for complex projects.

Pre‑Employment Requirements

Driving or vehicle use is an essential function; must possess and maintain a current, valid Class‑appropriate driver’s license, complete all required training, and pass all necessary license record checks.

A valid Arizona Professional Engineer (PE) license is required. A candidate holding an active PE in another state must meet Arizona registration requirements and obtain an Arizona PE within 6 months of employment start date.

Valid Arizona driver’s license with an acceptable 39‑month MVR.
