Job Summary Reports to the Manager of Business Operations and Administration. Performs duties associated with the Vital Statistics Section human resources, fiscal, and administrative functions. Responsibilities include evaluation and coordination of complex administrative activities; development and evaluation of administrative goals, personnel budgets, policies, and procedures; maintaining confidential record systems; and coordinating criminal background check processes with HHS Human Resources, Office of General Counsel, and Texas Department of Public Safety.

Essential Job Functions (EJFs)

(35%) Provides administrative support to the Vital Statistics Section, including human resources, budget/fiscal, planning, and training functions. Plans, develops, and implements budgets and monitors expenditures. Uses spreadsheets and Microsoft Office tools to prepare documents, reports, charts, and tables.

(30%) Develops, maintains, and reviews reports, budget materials, and correspondence. Maintains confidential record systems and criminal background check processes. Coordinates with multiple agencies and monitors staff work in adherence to HHS HR policies.

(15%) Oversees funding administration, responds to correspondence, prepares routine reports, and consults on travel, personnel, and purchasing policies. Provides guidance to Section staff and assists in preparing quarterly performance reports.

(15%) Develops schedules, priorities, and evaluation standards. Arranges meeting locations, prepares agendas and issue papers, and distributes materials before meetings.

(5%) Participates in program activities, meetings, projects, and other duties as assigned.

Knowledge, Skills, and Abilities (KSAs)

Knowledge of:

DSHS policies and procedures for personnel, budgeting, purchasing, travel; email, word processing, spreadsheet, and database programs such as Word, Excel, Access, Outlook.

Skill in:

Oral and written communication; time management and planning; public speaking to large audiences; analyzing complex program and policy issues; computer use including Microsoft Office and vital registration software; establishing effective relationships and conflict resolution.

Ability to:

Plan, assign, and coordinate staff work; direct program activities; establish goals and objectives; devise solutions for administrative problems; develop and evaluate administrative policies; facilitate meetings; manage multiple tasks under pressure; lead work groups and projects.

Education & Experience

Preference given to a bachelor’s degree in finance, business administration, human resources, or a closely related field from an accredited four‑year college or university.

Minimum two years’ experience implementing and maintaining policies and procedures for highly confidential record systems.

Experience preparing complex correspondence, documents, or reports.

Experience directly coordinating, tracking, and responding to executive assignments.
