Overview The Deputy Director, Records Division serves as the principal advisor within the Metropolitan Police Department (MPD), Technical Services Bureau (TSB), Records Division, in collaboration with the Executive Director, overseeing the Firearms Registration Branch (FRB) and Security Officers Management Branch (SOMB). The incumbent is responsible for leading, managing, and supervising the operations and staff within the Records Division, Firearms Registration Branch, and Security Officers Management Branch. The incumbent ensures compliance with legal mandates, oversees customer service functions, and supports efforts to modernize records management processes through emerging technologies.

The Records Division oversees records management, criminal history background checks, firearms registration, and compliance with federal, state, and local regulations. The division plays a critical role in maintaining accurate records, ensuring compliance with legal requirements, and providing customer service to both internal and external stakeholders.

Key Responsibilities

Provides guidance on Records Management activities and manages the daily operations of the Records Division, Firearms Registration Branch, and Security Officers Management Branch.

Assists the Executive Director with the oversight of firearms registration and licensing for District residents.

Directs data management and expungement/sealing processes for criminal records in accordance with legal requirements.

Manages the receipt, processing, and fulfillment of public document requests, ensuring compliance with Freedom of Information Act (FOIA) requirements.

Ensures accurate and up-to-date criminal history information is provided for background checks (PD 70s) in compliance with court orders, the Sealing Act of 2006, the Duncan Ordinance, the Child and Youth Safety and Health Omnibus Amendment Act (CYSHA) of 2004, and other applicable laws.

Serves as a liaison for fingerprint identification matters and non-criminal justice criminal history checks, ensuring compliance with FBI and federal laws and regulations.

Ensures high standards of customer service in criminal history, record dissemination and background check processing.

Coordinates data conversion activities related to expungements, juvenile records, and other record modifications.

Ensures compliance with DC laws and regulatory requirements regarding firearms ownership and registration.

Identifies emerging technologies and process improvements to enhance the efficiency of records management.

Provides input on policy and procedural changes to ensure compliance with evolving laws and best practices.

Coordinates and trains sworn and civilian personnel on new business processes and record-keeping standards.

Responds to General Counsel directives, litigation holds, and internal requests from the Office of Public Records and the Federal Records Center.

Monitors compliance with federal, state, and local criminal record management laws.

Represents the division in high-level meetings, law enforcement collaborations, and compliance audits.

Performs a full range of managerial functions to include: assign, direct, and review the work of subordinate staff; administer leave and attendance; evaluate staff performance; recommend hiring, promotions, status changes, awards, disciplinary actions, and terminations; plan, schedule, and coordinate work operations to achieve optimal combination of employees and assignments including resource realignment and/or restructuring plans; address issues or problems related to work operations; negotiate and troubleshoot employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provide coaching; guide immediate reports in the implementation of performance standards; develop performance metrics and standard operating procedures and guide immediate reports in their implementation; and provide governance over staff development and training plans.

Performs other related duties as assigned.

Licensure, Certifications, and Other Requirements

Certified Information Privacy Professional (CIPP) or related certification in records management or data security is preferred.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.

Education Master’s degree in Criminal Justice, Public Administration, Information Management, or a related field is preferred.

Work Experience Applicants must have at least one (1) year of specialized experience equivalent to at least the MS-13 grade level in the District of Columbia government, or its non‑District equivalent, gained from the public or private sector. Specialized experience for this position includes but not limited to expertise in data management, digital fingerprinting, background checks, and legal compliance; demonstrated experience developing and implementing records policies, compliance audits, and automated data management solutions; supervisory experience managing law enforcement or records management teams.

Work Environment This position may require the incumbent to perform related duties throughout the district and surrounding areas. Applicants must have the ability to independently travel to various work sites. The position may require occasional travel for conferences, training, and policy‑related engagements. Persons selected for this position will be scheduled at times to attend program‑related functions, outside of normal working hours, including weekends and holidays. This position may also be subject to weekend work and changes in days off from time to time.

Other Significant Factors This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre‑employment and periodic), individuals may be subject to the following checks and tests:

Traffic record check (as applicable);

Pre‑employment drug and alcohol test (as applicable);

Consumer credit check (as applicable);

Reasonable suspicion drug and alcohol test;

Random drug and alcohol test;

Return to duty or follow‑up drug and alcohol test; and

Post‑accident or incident drug and alcohol test.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
