Building Inspector Interim
Formerly Code Enforcement Inspector I, II, and III. Under the supervision of the Commissioner of Code Enforcement, performs inspections of residential and commercial buildings, structures, and any appurtenances connected or attached to such buildings during construction to ensure compliance with applicable laws, ordinances, rules, and regulations related to construction, alteration, movement, enlargement, replacement, repair, equipment, use, occupancy, location, removal, and maintenance. Performs related duties required for enforcement of the Cleveland Housing, Building, and Zoning Codes as well as the Ohio Building and Residential Codes. Note: this classification utilizes the working titles of Building Inspector I, II, III, and IV, depending on certifications held. Employees must remain at each level for at least one year before advancing to the next level.
Qualifications
A high school diploma or GED.
Valid State of Ohio driver\'s license.
State of Ohio Board of Building Standards (OBBS) certification as a Building Inspector.
OBBS certification as a Residential Building Inspector.
Must have and maintain certifications throughout employment.
One of the following:
Three years of full‑time paid experience as a construction contractor or supervisor for non‑residential buildings or structures within the scope of the board\'s regulations.
Three years of full‑time paid experience as a skilled tradesman for work subject to inspection under a model building code organization or a code adopted for non‑residential buildings or structures.
Successful completion of a trainee program pursuant to section 103.3.9.
Depending on level:
Building Inspector I – (Substitution: an OBBS interim or trainee certification as a Building Inspector and an OBBS interim certification as a residential building inspector may substitute for Building Inspector and Residential Building Inspector certifications.)
Building Inspector II – Must have passed the P‑1 Residential Plumbing Inspector examination through the International Code Council (ICC) or the 5A Plumbing 1 and 2 Family Dwellings through the NCPCCI. OBBS certification as a residential plumbing inspector preferred.
Building Inspector III – Must have passed the P2 Commercial Plumbing Inspector examination through the ICC or the 5B Plumbing General through the NCPCCI.
Building Inspector IV – Must have passed the E2 Commercial Electrical Inspector examination through the ICC or the 2B Electrical General examination through the National Certification Program for Construction Code Inspectors (NCPCCI).
OBBS Residential Building Inspector Certification – REQUIRED at the time of applying.
OBBS Residential Building Inspector Interim Certification – REQUIRED at the time of applying.
