The Planning and Public Works Department is a diverse, dynamic, talented team that improves the quality of life for all residents through community planning, infrastructure maintenance, land use permitting, housing, economic development, and more.
This Associate Civil Engineer position supports capital projects and engineering permit reviews.
You will develop your skills by reviewing public and private development projects, overseeing maintenance and operations contracts, and assisting with capital improvement projects. Under the direct supervision of the City Engineer or Capital Projects Division Manager you will perform civil engineering work for a variety of Planning and Public Works projects.
Responsibilities include planning and conducting studies, coordinating consultants, reviewing designs, approving drawings, applying for grants, and reviewing private development plans and specifications.
May supervise junior engineers, technicians, inspectors, or interns. Essential Duties
Attendance:
Maintain regular, reliable, and punctual attendance. Construction Management:
Perform contract administration, shop drawing and submittal reviews, coordinate utilities and contractors, develop change orders, conduct cost analysis, process progress payments, and conduct on‑site reviews. Engineering Calculations:
Make complex calculations for utilities, construction, transportation, and other specialties. Review calculations and designs to ensure conformance with City engineering and professional standards. Grants:
Apply for and administer grants and loans associated with public works projects. Plan Review:
Review architectural and engineering plans to ensure compliance with ordinances, engineering standards, and policies. Project Planning:
Develop and/or manage plans, specifications, and estimates (PS&E) for municipal construction projects (streets, traffic, stormwater, water and sewer). Oversee in‑house or consultant design teams to meet scope, schedule, and budget. Studies and Research:
Conduct or direct studies and research in association with public works, planning, and operations. Reports:
Compile data and prepare reports for projects and related activities. Prepare written and verbal reports to City Council, hearings, or other groups. Safety:
Champion a culture of workplace safety through leadership and daily actions. Perform related duties as assigned. Education, Experience, and Other Requirements
Any combination of education and experience that provides the knowledge and abilities needed for the job will be considered.
Typical combination: Bachelor’s Degree in Civil Engineering or related field and three (3) years progressively responsible public works engineering experience. License and Certification Requirements
Engineer In Training (EIT) certificate desired.
A valid driver’s license with an acceptable driving record.
Must be at least eighteen (18) years of age. Knowledge, Skills, and Abilities
Principles, practices, methods, and techniques of civil engineering. Applicable laws, codes, regulations, policies, and procedures. Modern engineering methods for design, project management, and construction of public works, utilities, transportation, and general construction. Oral and written communication skills. Correct English usage, grammar, and vocabulary. Computer software such as Excel and Word. Technical specialty within engineering discipline appropriate to assignment. Interpersonal skills using tact, patience, and courtesy. Principles of guiding other technical personnel on project teams. Computer Aided Drafting, Geographic Information Systems (GIS), and Pavement Management Systems (PMS). Ability To
Design and evaluate engineering projects to assure objectives and codes are followed. Compile and analyze statistical and technical information, maps, and other data. Perform general computer duties using miscellaneous software such as Excel and Word. Meet schedules, commitments, and time lines. Perform difficult and complex engineering mathematical computations. Make verbal presentations and lead technical meetings. Plan, organize, and lead complex projects involving other technical personnel. Interpret, apply, and explain codes, rules, regulations, policies and procedures. Observe legal and defensive driving practices. Maintain records and prepare comprehensive reports. Establish and maintain cooperative working relationships with others. Effectively lead technical staff members in a team environment. Conduct field evaluations to review actual systems. Understand and follow oral and written directions. Communicate effectively both orally and in writing. Working Environment
Primarily in an office environment; must be able to work in the field, gathering information and reviewing systems in all weather and rough terrain.
May involve entering manholes, sewer lines, and/or lift stations; subject to loud noises, traffic, and heavy construction equipment. Physical Abilities
Dexterity of hands and fingers to operate office equipment and keyboards; walking at construction sites, kneeling, crouching, bending, and seeing to review blueprints and maps.
Driving a vehicle to conduct work. Hazards
Working in confined spaces; driving in adverse weather; extremely loud noise levels; hazardous conditions around construction equipment or high traffic areas. Union Affiliation
