The City of Roanoke is seeking several Civil Engineers to perform a wide range of work in its Department of Public Works. The Department of Public Works is comprised of five divisions that collaborate with each other, other City Departments, and community stakeholders to build and maintain public infrastructure and facilities. Positions are open in our

Engineering Division, Stormwater Utility and Transportation Division . Broadly, this work involves planning, scheduling, surveying, design, construction, inspection and maintenance of a variety of projects; provide engineering services for contract management, construction projects, building use reassignment evaluations, and system maintenance. Additional job responsibilities include data collection, analysis, and reporting, preparing designs, plan specifications and cost estimates for assigned projects in areas of professional land survey, design, drafting, erosion and sediment control and storm water management design. Engineering Division – Two positions available

The first position involves managing the City’s bridge inventory of 140 assets. Duties include VDOT/FHWA reporting of in‑service inspections and oversight of maintenance/replacement activities. The second position involves implementation of pedestrian focused improvements within the City’s street right of way system. Duties include administration of VDOT grants focused on new sidewalk and shared use path construction. Stormwater Utility – Two positions available

One position focuses on activities involving various data collection and analysis related to streams and stormwater infrastructure, development of hydraulic models (HEC RAS, PCSWMM) to support watershed planning efforts and to support development of the utility’s capital improvement program. The second position is more specific project work, design and analysis to support maintenance and capital improvement program projects, and construction inspection/management. Transportation Division – Two Traffic Engineer positions available

This role involves traffic analysis, transportation planning, engineering design, and project management, including conducting traffic studies, preparing signal warrant analyses and signal timing plans, and overseeing the construction of traffic signals, signage, pavement markings, and pedestrian and bicycle projects. Employees will perform engineering duties related to the planning, design, construction, and operation of the City’s transportation system in compliance with local, state, and federal standards. Qualifications

Bachelor’s degree from a four‑year college or university recognized by the Commonwealth of Virginia Registration board for Architects and Engineers with a major in civil engineering or related field; one year professional experience and/or training in engineering work and project management preferred; or equivalent combination of education and experience. Recognition as an Engineer‑in‑training in the Commonwealth of Virginia preferred. Must possess a valid appropriate driver’s permit issued by the Commonwealth of Virginia. ESSENTIAL DUTIES AND RESPONSIBILITIES

Prepares designs, plans, specifications, and cost estimates for assigned projects in areas such as professional land surveying, engineering studies and evaluations, design, drafting, and construction management. Manages engineering and related consultants in the preparation of designs, plans, specifications, and cost estimates for assigned projects. Manages the construction of assigned projects from bid evaluation through project closeout; reviews design plans and construction or installation schedules; attends planning and construction progress meetings and prepares meeting minutes; performs site inspections to ensure compliance with project specifications, building codes, and other regulations. Meets with project coordinators, including consulting engineers, City representatives, and contractors; determines projected needs and use levels according to established models; coordinates operations schedules; prepares progress reports. Maintains logs, tracking systems, and specialized databases; enters, retrieves, and analyzes data; prepares reports; enters routine, technical, and specialized data into department computer systems; generates routine documents such as correspondence, emails, requisitions, and purchase orders. Conducts engineering research as needed. SUPERVISORY RESPONSIBILITIES

Supervises assigned staff in the completion of projects. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. EDUCATION and/or EXPERIENCE

Bachelor’s degree from a four‑year college or university recognized by the Commonwealth of Virginia Registration board for Architects and Engineers with a major in civil engineering or related field; one year professional experience and/or training in engineering work and project management preferred; or equivalent combination of education and experience. LANGUAGE SKILLS

Ability to read, analyze, and interpret technical journals, reports, and documents. Ability to respond effectively to inquiries or complaints orally and in writing. Ability to effectively present information to management, public groups, and/or boards of directors. MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. PHYSICAL DEMANDS
