PAY FOR POSITION: PSE Salary Schedule Level 10 - $29.99
General Summary The Application Specialist supports the District’s recruitment and hiring processes by managing all aspects of applicant tracking within the Human Resources information systems. The position creates and maintains job postings, processes applications, supports hiring activities, and ensures accuracy and compliance across all stages of the hiring process. The position provides guidance to hiring managers and ensures all recruitment activities align with District policies, collective bargaining agreements, and applicable employment laws.
Essential Functions
Post and maintain job announcements for all employee positions using the District’s applicant tracking software. Ensure postings are accurate, timely, and consistent with position descriptions, salary schedules, and contractual requirements.
Support Human Resources management members with testing and implementation of new applicant tracking and staffing software workflow processes and software conversions related to Human Resources software.
Provide guidance to hiring managers on screening of applications for completeness and minimum qualifications; communicate with applicants regarding application status, required documentation, and next steps in the hiring process.
Coordinate the applicant screening and interview process with hiring managers, including the creation of screening rubrics, scheduling interviews, preparing interview questions and tests, and communicating with hiring teams.
Participate in job fairs and hiring events to promote district employment opportunities and support applicant engagement.
Coordinate with information managers to review and verify staffing allocations are aligned with approved positions and funding sources.
Process recommendations for hire, to include the classified bypass process, verification of reference checks, and prepare conditional offers of employment consistent with established guidelines.
Maintain and update the applicant tracking database; generate and distribute hiring reports, metrics, and dashboards for internal and external reporting needs.
Train and support building and department hiring managers on the use of the applicant tracking system, including posting vacancies, reviewing applicants, and managing selection workflows.
Collaborate with Human Resources staff to ensure seamless transition from applicant to employee record in personnel systems and to ensure data accuracy across platforms.
Maintain current knowledge of best practices, compliance requirements, and technology enhancements related to applicant tracking and hiring. Recommend and assist in implementing process improvements.
Provide excellent customer service to applicants, administrators, and staff, modeling professionalism, ensuring maintenance of confidentiality in all aspects of position, and responsiveness in all interactions.
Provide information regarding personnel inquiries from staff.
Perform other duties as assigned to support efficient HR operations.
Other Functions
Assist with and provide backup for administration in presentation and educational efforts to improve districtwide comprehension and compliance with personnel regulations and mandates.
Provide a variety of backup and peak load assistance as needed within the department, largely to certificated/classified information managers and other department staff.
Serve on various district committees and/or departmental work teams. Model appropriate, cooperative, and professional behavior; including protecting confidential information consistent with district guidelines.
May research and/or train others on new software/system implementations or updates. May serve in key/lead role during software/system implementations.
Reporting Relationships Reports to Human Resources Administration
Mental Demands Required to meet inflexible deadlines; occasionally required to deal with distraught or frustrated people.
Physical Demands Requires visual concentration; exposed to visual display terminal for prolonged periods; required to sit for prolonged periods.
Minimum Qualifications Education and Experience One year of experience involving maintenance of computerized records system and general office procedures. Personnel experience preferred.
Required Knowledge, Skills And Abilities Ability to read, write, speak and communicate effectively. Skill in data processing operations, keyboarding and accurate data entry skills. Knowledge of database operations. Ability to learn all Human Resources systems. Ability to generate custom reports. Skill in basic computer problem solving. Knowledge of a variety of software applications. Skill in customer service. Ability to coordinate activities based on needs to produce results. Ability to organize and prioritize work. Skill in providing technical advice and instructions to non-technical staff. Ability to establish and maintain effective working relationships with a variety of individuals.
Licenses/ Special Requirements Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation, abuse, injury or neglect of a minor. Must complete training in and adhere to district infection control plan. Valid Washington state driver’s license to travel for in and out of district travel.
