Water Resources Engineer – Seattle, WA Bowman Consulting

Bowman has an opportunity for a Water Resources Engineer to join our team in Seattle, WA. The position may be eligible for a hybrid work schedule.

Purpose Manage hydrologic and hydraulic modeling assignments for bridge and culvert design, no‑rise analyses, scour analyses, fish passage and stream design, log stability analyses, agency coordination and permitting. Develop new or improved techniques and procedures for surface water processes, stormwater management, and flood risk analysis. Contribute specialized expertise in watershed‑scale and site‑scale modeling to support infrastructure evaluation, regulatory compliance, and resilient design solutions.

Responsibilities

Serve as a technical specialist, performing, overseeing, and at times leading hydrologic, hydraulic, and geomorphic modeling and analyses in collaboration with scientists, engineers, landscape architects, and other specialists on fish passage and stream restoration projects.

Receive broad guidance from senior‑level management relating to overall key objectives, critical issues, new concepts and policy matters, with flexibility for independent execution of complex modeling tasks.

Manage people and processes to ensure effective execution.

Review and provide quality assurance for modeling work and technical deliverables produced by staff.

Assist with the marketing of the firm’s capabilities to establish new clients and enhance relationships with existing clients.

Coordinate with other internal departments to meet project requirements.

Support marketing and business development efforts by showcasing modeling and water resources capabilities to new and existing clients.

Collaborate with senior engineers, regulatory agencies, subcontractors, and design teams on technical issues related to hydrology and hydraulics.

Develop engineering design, including plans, specifications, cost estimates, and contract documents for fish passage, stream restoration, and a variety of water resources projects.

Perform hydrology & hydraulics modeling, including 1D/2D hydraulic models to inform planning and design of stream and fish passage restoration at culverts and bridges, and stormwater management.

Develop and prepare technical and non‑technical reports and presentations, including data visualization.

Perform quality assurance/quality control on plans, calculations and other technical deliverables.

Collaborate with a multidisciplinary team to deliver full‑service project planning, design, permitting, and construction oversight.

Assist with business development activities, including client relations, marketing pursuits, and project proposals.

Apply advanced and diversified knowledge of hydrologic and hydraulic engineering principles across a wide range of project types.

Demonstrate experience working within regulatory processes, meeting federal, state, and local permitting requirements for projects in and around regulated waterways and wetlands.

Integrate GIS and scripting tools (ArcGIS/QGIS) with hydrologic/hydraulic models for terrain processing, land cover classification, and spatial data analysis.

Work on all project phases from planning through design, permitting and construction with our multidisciplinary team.

Qualifications

Bachelor’s degree in civil engineering or environmental engineering, or major emphasis in riverine hydrology and hydraulics, stream restoration and fish passage design.

Professional Engineer (PE) license preferred.

Minimum of 5 years of professional experience applying 1D and 2D hydrologic/hydraulic models to complex watershed and site‑scale projects.

Experience in 1D/2D hydrologic and hydraulic modeling including HEC-HMS, HEC-RAS; development of stream simulation for fish passage, sediment analysis, sizing, streambank stabilization design (bioengineering and hard armoring), scour analyses, stormwater management plans, and soil erosion and sediment control plans.

Familiarity with statistical hydrology, including Bulletin 17C, NOAA Atlas 14, and regional regression approaches.

Experience preparing technical reports and compliance documentation for local, state, and federal agencies for projects in and around regulated waterways and wetlands.

Experience with the development of technical specifications, cost estimates, and bid documents.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Projects).

Strong written and oral communication skills and good internal review processes.
