IT Network Manager City of Cleveland Heights, OH

Ensures all ITS infrastructure, including networks, data center operations, applications and support systems, network administration and design, and implementation services receive a high level of quality ITS services and support.

Manages the network and data center operations and support teams, network security systems (e.g., firewalls), and other network optimization tools. Develops and implements policies and procedures to ensure all network and data center operations run effectively. Plans and supervises the network technicians and network administrators’ technical program to keep their ITS skills current. Provides support to the Customer Support Center help desk operations. Develops and maintains a network design delivery mode. Develops and implements an effective disaster recovery plan and routinely tests the plan for meeting current needs. Performs other duties as required.

Responsibilities

Network Administration: Manage and maintain enterprise‑level networking hardware, including Cisco routers, Cisco Nexus switches, and Meraki wireless infrastructure.

Security & Access Control: Implement and manage Cisco ISE for identity‑based network access and Palo Alto firewalls for perimeter security and traffic filtering.

Traffic Monitoring & Analysis: Utilize NetFlow traffic monitoring to analyze network performance, identify anomalies, and optimize traffic flow.

Network Design & Optimization: Plan and implement scalable network solutions to support business operations and future growth.

Wireless Network Management: Oversee deployment, maintenance, and troubleshooting of Meraki wireless networks.

Incident Response & Troubleshooting: Lead network troubleshooting efforts, resolve connectivity issues, and provide support for escalated network‑related incidents.

Compliance & Best Practices: Ensure network infrastructure adheres to industry standards, security policies, and compliance requirements.

Vendor Coordination: Work with third‑party vendors and service providers to procure, implement, and maintain networking solutions.

Documentation & Training: Maintain detailed network documentation and provide guidance to IT staff on networking best practices.

Qualifications

A High School Diploma or GED is required.

A Bachelor’s Degree in Computers, Engineering, Management Information Systems, or related field is required.

Eight years of full‑time paid experience designing and implementing complex networks and running large data center operations.

Included within the eight years, four years of experience working with complex network environments over a LAN/WAN in multiple locations is required.

Working knowledge of rapid application development methodologies is a plus.

Knowledge of PeopleSoft Financial Management systems is desirable.

Must be able to lift and carry a minimum of 30 pounds.

Valid state of Ohio Driver’s License is required.

Experience managing complex networks and expertise in technologies such as Cisco routers, Cisco Nexus switches, Cisco ISE, Palo Alto firewalls, Meraki Wireless Solutions and NetFlow traffic monitoring is required.

Hands‑on experience and an understanding of network fundamentals of DNS, DHCP, TCP/IP, VPNs, and firewalls.

Strong analytical and troubleshooting skills.

Preferred Qualifications

Strong expertise in Cisco networking technologies (routers, switches, Nexus, ISE).

Experience with Palo Alto firewalls and security rule configuration.

Proficiency in Meraki wireless configuration, troubleshooting, and deployment.

Hands‑on experience with NetFlow or similar network traffic monitoring tools.

Solid understanding of TCP/IP, VLANs, VPNs, EIGRP, BGP, OSPF, and firewall policies.

Knowledge of network security principles, access control, and threat mitigation.

Strong troubleshooting skills and the ability to work under pressure.

Industry certifications such as CCNP, CCIE, PCNSE (Palo Alto), or Meraki CMNA are highly desirable.

Experience with cloud networking solutions (Azure, AWS, or Google Cloud).

Knowledge of automation tools (Ansible, Python scripting) for network management.

Familiarity with SD‑WAN and Software‑Defined Networking (SDN).
