The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, achieved through varied and interrelated endeavors of its seven bureaus. The Bureau of Division Management & Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs.
Responsibilities
Prepare and review solicitation documents to ensure conformity to agency requirements and citywide standards.
Assist in developing deliverable-based scopes of work.
Monitor scopes of work and ensure timely completion by developing tracking and reporting systems.
Review and approve deliverables.
Extensively review invoices and contract deliverables to ensure payment aligns with scope of services.
Monitor and manage contract budgets.
Work with Disease Control administrative staff to facilitate vendor payments.
Utilize software applications and electronic and online databases to monitor procurement processing as assigned.
Monitor all assigned procurements to ensure timely processing.
Preferred Skills
City, State, or Federal procurement experience a plus.
Strong financial and analytical skills.
Ability to work independently and to meet multiple deadlines and work under pressure.
Strong organizational skills, with ability to multi‑task and track activities.
Proficiency in Microsoft applications.
Minimum Qualifications
A baccalaureate degree from an accredited college and six months of satisfactory full‑time professional experience in procurement of goods, services, construction or construction‑related services, or professional, technical or administrative experience in contract negotiation/management.
An associate degree or completion of 60 semester credits from an accredited college and 18 months of satisfactory full‑time professional experience as described in (1).
A four‑year high school diploma or its equivalent and two and one‑half years of satisfactory full‑time professional experience as described in (1).
A combination of education and/or experience equivalent to (1), (2), or (3). College education may be substituted for professional experience under (2) or (3) at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four‑year high school diploma or its equivalent and 6 months of the experience described in (1).
