Role Overview This position will advise the Project Manager and/or Project Director for large line-item projects and work with the project controls lead and control account managers (CAMs) to develop and maintain project controls deliverables.
Responsibilities
Develop and maintain Project Work Breakdown Structure and dictionary.
Prepare summary and detailed, logic-driven, resource-loaded schedules.
Create summary and detailed cost estimates.
Integrate actual costs and accruals.
Identify risks and perform risk analysis.
Manage change control.
Provide day-to-day support for schedule and cost maintenance, status forecasting, and conduct what-if analysis.
Generate monthly reports on project status and performance, including SPI/CPI analysis, variance explanation, and critical path assessment.
Attend technical and management meetings to understand and accurately report status.
Perform ad-hoc activities as directed by the project controls lead.
Support CAMs and project management staff in preparing for internal and external project status reviews.
Develop, present, and reinforce project management processes and systems training for all applicable project staff, specifically the project CAMs.
Requirements Education and Experience:
BS/BA in project or construction management, business, engineering or equivalent.
Five years of experience successfully performing project controls duties for DOE or DoD research-based projects.
Five years of project experience within an EVMS environment compliant with EIA-748, including baseline setting, change management, monthly reporting, and variance analysis.
Solid understanding of project controls best practices (scope, time, cost, change, risk) and a comprehensive understanding of DOE Order 413.3b and EIA-748 compliant EVM.
Significant experience with Primavera and EVM cost processors.
Advanced experience in SharePoint and Microsoft Office Suite.
Essential Qualifications, Skills, Knowledge, and Abilities
Advanced skills applying Earned Value Management (EVM) principles and processes.
Experience interpreting, organizing, and analyzing data from multiple sources.
Knowledge of and experience using various project control operating systems (Primavera P6, Cobra, Microsoft Project) and Microsoft Office tools.
Experience performing statistical analysis, schedule monitoring, and operations to present complex financial information.
Ability to clarify issues, analyze concerns, and resolve complex problems independently.
Advanced verbal and written communication and presentation skills for diverse audiences.
Strong interpersonal skills to establish and maintain productive working relationships.
Organizational, recordkeeping, and coordination skills.
Ability to work independently on multiple time-constrained projects and successfully complete them.
Experience evaluating complex projects, identifying issues, and proposing solutions.
Special Requirements
Pre-employment drug screen – external applicants must successfully complete a post-offer, pre-employment drug test.
Medical exam(s) – job‑related pre‑placement medical examinations may be required.
Possibility of a DOE security clearance and participation in a random drug testing program (WSAP) if required.
Citizenship and Clearance U.S. citizenship is required. The position may require the ability to obtain and maintain a DOE clearance.
