Overview
The City of Murrieta is accepting applications for the position of
Associate Civil Engineer – NPDES - Engineering . This position performs a diverse range of professional engineering duties in support of an assigned program area under direction. The main focus is duties related to the National Pollutant Discharge Elimination System (NPDES) program for the Engineering Division; work assignments can also include capital improvement projects, development services, and public works infrastructure. The ideal candidate will be organized, independent, possess good time management, and have good communication skills in working with internal staff and external agencies. Must be proficient in researching applicable state and local codes and permits and in preparing reports necessary for compliance. The City will fill one (1) current vacancy in the Engineering Department. The eligibility list established may be used to fill upcoming vacancies within this classification for up to one (1) year. Responsibilities
Performs a diverse range of professional engineering duties in an assigned program area which may include, but is not limited to, capital improvement projects, development services, and public works infrastructure. Prepares and/or participates in the preparation and review of preliminary and final engineering plans, cost estimates, cost analysis studies, specifications and schedules; plans include, but are not limited to, demolition, grading, street improvement, storm drains, traffic control, erosion control and irrigation. Prepares and administers contracts for engineering services; determines scope of projects; prepares requests for proposals; conducts pre-bid and pre-construction conferences; provides input into the selection process; and directs the work of contracted service providers. Serves as project manager on assigned projects; analyzes and resolves design and engineering issues; negotiates change orders; coordinates relocation/adjustments of existing utilities; and prepares contract modifications for change orders. Performs a variety of engineering calculations on assigned projects. Oversees inspections of civil infrastructure and may direct the work of inspection personnel. Oversees and coordinates the NPDES activities and operations including, but not limited to, the Water Quality Improvement Plan (WQIP), the Jurisdictional Runoff Management Plan (JRMP), semiannual outfall screenings, and the Transitional Monitoring and Assessment Program Annual Report. Attends weekly and monthly WQIP meetings; reviews submittals to the Regional Board; identifies and recommends City strategies to achieve WQIP goals; develops and coordinates programs for the new permit cycle. Maintains, coordinates and enforces JRMP’s Illicit Discharge Detection and Elimination program and the MS4 inventory database; completes inspections and prepares the JRMP Annual Report. Reviews subdivision and improvement plans, parcel maps, road and grading plans, and related maps for accuracy and conformance to engineering practices and regulations; approves legal descriptions and plats. Reviews and conditions development applications; coordinates with other departments and participates in design review committee meetings to identify and resolve issues. Conducts plan checks on Preliminary Water Quality Management Plans; meets with applicants and engineers to discuss water quality solutions. Participates in Planning Commission and Director Hearings; responds to questions related to engineering issues and conditions. Interacts with contractors, engineers, developers, architects, and public and private representatives to coordinate engineering matters and provide information on development requirements. Provides information to the public and resolves questions regarding codes, rules, and regulations related to traffic and construction. Observes and complies with City safety rules and protocols; performs other duties as assigned. Education And Experience
Any combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered qualifying. A typical path includes: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. Three (3) years of progressively responsible professional experience in civil engineering. Licenses And Certifications
Possession of a valid certificate as a Professional Civil Engineer in the State of California. Possession of a valid California Driver’s License or other means that would allow travel to various City locations, meetings or trainings. Special Requirements
Must successfully complete a comprehensive background investigation, which includes a state and federal fingerprint-based background check (Live Scan), driving records screening, and a non-safety pre-employment screening. Knowledge Of
Principles and practices of civil engineering as applied to planning, design, cost estimating, construction, installation, and inspection of municipal facilities. Construction methods and techniques for public works projects (water, stormwater, streets, traffic systems). Conducting comprehensive inspections on infrastructure projects and contract management in a public agency setting. Planning and budgeting for capital improvement programs, including project management and contract administration. Water quality management plans and requirements, environmental impact assessment, and regulatory processes for assigned projects. Plan check processes to expedite permits and construction timelines; applicable laws and codes; and effective public-facing communication. Modern equipment, software, and information systems used for work tasks; English language proficiency; customer service skills. Ability To

Manage capital improvement projects from planning through construction, ensuring compliance with specifications, quality, timeline, and budget. Oversee contracted service providers and prepare/modify engineering and construction documentation. Conduct thorough project inspections and review development applications. Prepare clear, concise reports and technical documents; present information effectively. Interpret and apply relevant laws, codes, and policies; conduct complex research and recommend solutions. Represent the City in meetings with agencies, groups, and stakeholders; maintain filing and tracking systems; use computer systems proficiently. Organize work independently, meet deadlines, and communicate clearly in writing and verbally. Establish positive working relationships with colleagues and external partners. Physical Demands
Office work requires mobility to use standard equipment and to operate a computer; field work may involve exposure to changing site conditions and physical activity including lifting up to 40 pounds. Environmental Conditions
