Job Summary The Senior Cost Estimator provides senior-level support to the U.S. Army Materiel Command. Serves as a key technical expert responsible for developing, analyzing, and validating complex cost estimates for major federal programs and projects. This role ensures cost accuracy, transparency, and compliance with government acquisition and budgeting standards. The incumbent provides authoritative cost and risk analysis to support strategic decision-making, and oversees estimating methodologies. Strong analytical acumen, attention to detail, and the ability to communicate complex cost data to senior stakeholders are essential. Position is full-time at Redstone Arsenal.
Key Responsibilities
Develop independent cost estimates for large, complex programs or projects across the full lifecycle (concept through design, construction, operations & maintenance, disposal) in accordance with federal acquisition / budgeting guidance.
Build cost models (e.g., life-cycle cost estimates, economic analyses, business case analyses, rough order of magnitude (ROM) estimates, should-cost/will-cost analyses) and provide cost-risk / schedule-risk input.
Perform quantity take-offs, evaluate subcontractor and vendor proposals, analyze historical cost data (commercial & government), and derive unit rates, escalation, contingency, and mark-ups.
Prepare basis-of-estimate documentation: assumptions, inclusions/exclusions, methodology, data sources.
Interface with program/project managers, engineers, contracting officers, budget analysts, and senior leadership to present cost findings, explain cost drivers, and support decision-making.
Support proposal development, contract award support, change-order cost analyses, and monitoring of actual cost vs. estimate trends.
Ensure alignment with applicable federal regulations, agency guidance (e.g., acquisition regulations, cost estimating instructions) and internal control procedures.
Required Qualifications
Bachelor’s degree in Business, Finance, Accounting, or related field required.
Minimum 15 years of cost estimating or cost-analysis experience, preferably with federal or large program/project context.
Proficiency with cost-estimating software/tools and techniques.
Advanced skills in Microsoft Excel and ability to analyze large data sets and extract insights.
Strong analytical, quantitative, and problem-solving capabilities; good attention to detail.
Excellent verbal and written communication skills, including presenting to senior leadership (including flag level officers and SES).
Ability to work under minimal supervision, manage multiple tasks, meet deadlines, and adapt to changing priorities.
U.S. citizenship and an active, SECRET Security Clearance is required.
