Purpose and Scope In collaboration with the Executive Director, Treasury, you will manage and oversee the system‑wide treasury function, ensuring compliance with regulatory requirements, LSC policies, and professional standards.
Essential Job Functions
Oversee and manage cash management operations, including daily bank activity monitoring, cash flow forecasting, liquidity management, and fund transfers across financial institutions.
Assist with the execution and management of the system’s investment management program, including economic and market analysis, transaction execution, portfolio performance monitoring, and compliance with investment policy.
Hire, train, develop, and evaluate a team of Treasury employees, providing leadership, coaching, career development, and disciplinary actions.
Act as the technical SME for treasury operations, including commercial banking, cash management, debt management, and property tax operations, as well as the ERP Treasury Module(s).
Lead or provide guidance in resolving complex problems, performing system‑wide financial analyses, preparing executive‑level reports, and training staff.
Collaborate on the development of RFQs and RFPs for treasury operations services (e.g., armored car, depository, merchant services).
Review and verify Treasury-related work for other departments such as General Accounting, Asset Management, and Property Services.
Ensure effective management of commercial and custodial banking relationships, including account administration and bank service optimization.
Maintain accurate and timely internal and external reports, manage audit procedures, and oversee document retention.
Continuously review, analyze, and evaluate processes for regulatory compliance, policy adherence, and improvement opportunities.
Direct development and maintenance of desktop procedures and cross‑training plans for critical functions.
Perform other related duties as assigned.
Knowledge, Skills, and Abilities
Advanced knowledge of treasury operations and best practices.
Knowledge of GAAP for governmental entities (GASB).
Strong mathematical, financial modeling, and statistical computation skills.
Proficient data management and ERP system querying.
Intermediate Excel skills for complex calculations and data analysis.
Excellent written and oral communication skills.
Ability to train others and share knowledge.
Project management skills for timely project completion.
Change management and relationship-building abilities.
Decision‑making, conflict resolution, and problem‑solving skills.
Subject matter expertise in ERP Treasury Module(s) and related systems.
Physical Abilities Work is sedentary; occasional walking, standing, bending, light carrying, and driving may be required.
Work Schedule and Conditions
Equipment: PC workstation (Windows), calculator, phone, general office equipment.
Work performed in a climate‑controlled office; remote work policy in place.
May require some travel within the LSC service area.
Required Qualifications
Bachelor’s degree with at least five years of experience, or equivalent education/experience.
Bachelor’s degree in Accounting, Business, Finance, Economics, or a related field.
At least three years in a management level position.
Preferred Qualifications
Master’s degree in Accounting, Business, Finance, Economics, or a related field.
Professional certifications: CTP, FPAC, CPA, CMA, or CFA.
Current Texas Public Funds Investment Act certification.
Salary Hiring salary range: $83,159 to $95,633.
