Introduction The State of Connecticut, Department of Administrative Services is inviting eligible agency employees to apply for the position of Associate Accountant. This hybrid position is located in Hartford, CT and is Monday‑Friday, 40 hours/week, 8:00 AM – 4:30 PM.

Responsibilities include working within the DAS/SMaRT Budget team, overseeing the accountant and potentially another staff member, reporting on monthly budgets for SMaRT agencies, assisting with asset management oversight, and cross‑training with the DAS Budget team.

Responsibilities

Establish and implement accounting sub‑systems such as procedures for paying and collecting activities, issuance of grants, loans or subsidies, rates or fee schedules.

Maintain fiscal controls by authorizing non‑routine expenditures based on management priorities and policies, examining data, and making recommendations regarding timing and amounts.

Manage various phases of budget preparation and control, including estimates of costs, budget requests, appropriation schedules, monthly budget reports and year‑end budget reports.

Administer fiscal aspects of grant programs by reviewing funding applications, preparing cost estimates, interpreting grant contracts, and analyzing grantees’ financial records for compliance.

Monitor contractual administration, reviewing contracts for approval of non‑routine expenditures and preparing or approving fee schedules.

Provide staff training and assistance, conduct or assist in performance evaluations, act as liaison with other units and external officials, and coordinate unit workflow and procedures.

Knowledge, Skills, and Abilities

Considerable knowledge of professional accounting principles and practices, including governmental accounting and budgeting.

Strong interpersonal, oral and written communication skills.

Ability to analyze and evaluate financial records, methods, and procedures.

Experience devising and installing accounting procedures and systems.

Supervisory ability.

Minimum Qualifications – General Experience

Seven (7) years of experience in accounting or auditing.

Minimum Qualifications – Special Experience

One (1) year of the general experience at the level of Accountant, Auditor, or Accounts Examiner with responsibility for independent analysis and judgment in applying professional accounting principles.

Minimum Qualifications – Substitutions Allowed

College training in accounting or a closely related field may be substituted for the general experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience, up to a maximum of four (4) years for a bachelor’s degree.

A master’s degree in accounting may be substituted for one (1) additional year of the general experience.

Certification in Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) year of general and special experience.

Preferred Qualifications

Experience with asset management.

Experience with budgeting, including reporting to external stakeholders.

Experience with statewide reporting (e.g., GAAP, SWCAP, SEFA, CO‑59).

Experience with interacting with internal and external stakeholders.

Experience with CORE‑CT.

Background The role is part of the Associate Accountant job class and involves performing the most complex accounting tasks within a variety of accounting programs and systems. The class may also hold lead or consultative responsibilities.
