The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise (WWE) operates and maintains San Francisco's combined sewer system, spanning more than 1,000 miles of pipe and treating an estimated 34.6 billion gallons of wastewater each year. The Collection System Division enforces state and federal regulations governing the discharge of wastewater and stormwater. This recruitment may fill multiple 6115 positions within the Wastewater Enterprise. Essential Duties – Wastewater Control Inspector
Inspect nondomestic wastewater, stormwater, and groundwater dischargers to determine sewer service fees and compliance with local, state, and federal pretreatment and stormwater standards. Inspect nondomestic wastewater dischargers for compliance with the Sewer Use Ordinance; Fats, Oils, and Grease Control Ordinance; and 40 CFR 403. Inspect construction sites for compliance with the Construction Site Runoff Ordinance, stormwater‑related General Permits, and construction plans and specifications (e.g., Erosion Sediment Control Plan, Storm Water Pollution Prevention Plan). Investigate and respond to reports of odor in the sewer system and illegal discharges; monitor remedial action where violations are found. Investigate groundwater, wastewater, stormwater, and soil contamination and discharges; determine sampling location; and coordinate sampling. Perform and lead subordinate staff in equipment installation, calibration, operation, maintenance, repair, and troubleshooting of lab and field equipment (samplers, liquid level sensors, flowmeters, rain gauges, pH meters, odor analyzers). Obtain permissions and permits for field work; perform traffic control and confined space entry. Conduct field work for NPDES permits (e.g., wastewater and stormwater monitoring, sampling, analysis) and sewer system assessments. Conduct QA/QC for field work and complete corresponding reports. Review applications, business logs, inspections, reports, laboratory results, and other permit‑related documents of wastewater and stormwater dischargers. Prepare permits, reports, correspondences, memorandums, field maps, and enforcement actions. Under direction, execute compliance‑related enforcement actions. Perform special studies, research, program development and implementation, and outreach for Collection System Division sections. Stay abreast of industry standards and regulations (NPDES permits, 40 CFR, California Code of Regulations, Uniform Plumbing Code, San Francisco Public Works Code). Interact professionally with the public, City and County staff, contractors, and regulatory agencies. Essential Duties – Green Infrastructure Inspector (Urban Watershed Planning Division)
Perform construction and post‑construction inspections of green infrastructure for City/SFPUC‑owned assets. Conduct inspections per the Stormwater Management Ordinance (SMO) for private and public projects exceeding 5,000 sq ft of impervious surface. Solve scheduling and compliance issues with the Stormwater Management Requirements project review process. Manage the self‑certification process, enforcement processes, and reporting per the MS4 NPDES Permit. Steward a design feedback loop, communicating lessons learned to designers, developers, and reviewers. Update and improve green infrastructure inspection materials, programs, and processes annually. Provide technical assistance via workshops or individual site visits. Support the Green Infrastructure Grant Program and the Stormwater Charge Credit Program. Minimum Qualifications
Bachelor's degree from an accredited college or university. One (1) year of experience performing duties comparable to a sanitary engineer or water quality technician in a wastewater treatment facility, laboratory services, or in storm water and pollution prevention. California Water Environment Association Environmental Compliance Inspector Certification, Grade I or higher (obtained within one year of hire). Valid California driver license. Desirable Qualifications
Knowledge of NPDES/MS4 permits and enforcement. Inspection and enforcement experience. Pollution prevention knowledge and experience. Stormwater-related certifications (QSP or QSD). Collection System Division specific: CWEA Environmental Compliance Inspector Grade I+, National Pretreatment Program knowledge, chemistry and laboratory experience. Urban Watershed Planning Division specific: Stormwater management/green infrastructure knowledge, NGICP certification. Additional Information Regarding Employment
