About the Role:

The Capital Project Manager (Capital Project Manager III) primary responsibility is to manage and support the delivery of capital projects from initiation through implementation and closeout to advance flood protection, river restoration and watershed health. Projects range in size, complexity and visibility. You will coordinate multidisciplinary teams of ecologists, engineers, geologists, planners, consultants and collaborate with tribal representatives, regulatory agencies, property owners and the public. You may manage programmatic activities such as capital investment strategies, corridor planning for the County’s six major river systems, inspection and maintenance of flood protection facilities, flood warning and patrol programs, post‑construction effectiveness monitoring and coordination with Water Resource Inventory Area staff for salmon recovery plans. You will serve as a technical expert and resource, participate in key initiatives promoting equity, social justice, climate change, organizational development, process improvement and mentoring junior staff. What You Will Be Doing:

Apply project management techniques to manage and implement complex, multi‑disciplinary capital projects, coordinating with senior management, the King County Flood Control District and County elected officials. Manage all aspects of capital project implementation from inception through closeout, including feasibility assessment, alternatives development, design, permitting, construction, contracts, budget monitoring, invoice approval, cost estimates, schedule maintenance, risk management, PSE preparation, technical studies and oversight of a highly technical, multi‑disciplinary team. Lead project teams to meet environmental regulations and secure required federal, state and local permits, including consultation with NMS and UFW for Endangered Species Act compliance and federal emergency management floodplain regulations. Lead preparation and negotiation of consultant and construction contracts, including development of advertisement documents, scope of work, cost estimates, evaluation criteria and records of negotiation. Apply principles of Equity and Social Justice to build and maintain relationships within King County and with other jurisdictions, governmental agencies, tribes and other interested parties through effective communication and outreach efforts. Participate in flood warning and emergency response programs and activities, including Flood Warning Center, flood patrols and post‑flood inspections. Qualifications You Bring:

Advanced knowledge of project management techniques and principles, budgeting and scheduling. Knowledge of contract administration techniques and principles. Knowledge of construction management, inspection and enforcement techniques. Skill in working with diverse individuals and organizations and maintaining effective relationships. Knowledge of disciplines related to river and floodplain engineering. Skill in responding to frequently changing work responsibilities and conditions. Skill in handling politically sensitive issues. Required Licenses:

PMP certificate through PMI. Licensed Professional Engineer (PE), Professional Geologist (PG) or Professional Engineering Geologist (PEG). Experience implementing habitat restoration, flood protection, stormwater or related capital projects in floodplain environments similar to the Pacific Northwest. Working Conditions:

Hybrid model: remote and in‑person. Employees must reside in Washington state and be within reasonable distance to the primary onsite location at King Street Center, 201 S. Jackson St, Seattle. Remote work requires reliable internet and a home workspace. Work schedule: 40‑hour week, Monday–Friday, 8:00 a.m.–5:00 p.m., with occasional early mornings, evenings and weekends. Positions are exempt from overtime and represented by PROTEC Local 17A. Application and Selection Process:
