HEALTH PROGRAM ANALYST I/EMERGENCY APPOINTMENTS HOMELESSNESS
Position/Program Information: The Department of Mental Health is seeking qualified candidates to fill emergency Health Program Analyst I vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of the initial work period, you will be assessed on work performance. Those who successfully pass the assessment will be considered for permanent appointment to Health Program Analyst I.
Essential Job Functions
Participates in the development, implementation, and evaluation of health‑focused programs.
Assists with the development, implementation, monitoring and evaluation of program policies, goals, and objectives.
Assists with the development and preparation of grants and ensures compliance with grant requirements.
Assists with the coordination, planning and development of budgets for programs; assists with monitoring of established budgets.
Evaluates contract activities related to compliance, service delivery, operations, and budgets for quality assurance.
Gathers and analyzes information pertaining to the project or program, including overall evaluation, and prepares a variety of reports and correspondence related to the program.
Assists in formulating and presenting recommendations to management for program modifications or corrective action based on program evaluations.
Coordinates and participates in focus groups with clients regarding quality of care issues.
Assists in the development and implementation of community action plans, and aids in the policy passage and implementation process.
Represents or advocates for the needs and rights of clients at hearings or meetings with service providers, as needed.
Requirements
Option I:
A Bachelor’s degree from an accredited college or university in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related field—AND—two years of experience at the level of Management Analyst performing assignments in mental health or public health program analysis.
Option I may be substituted by a Master’s degree in a related field for one year of the required experience.
Option II:
Four years of experience performing assignments in mental health or public health program analysis, two of which must have been at the level of Management Analyst.
Must meet the above requirement(s) at the time of filing to be appointed to fill any vacancies related to this recruitment.
A valid California Class C Driver License or ability to use alternative transportation for job‑related functions.
Physical Class II – Light: light administrative and clerical duties that may include occasional light lifting up to 10 pounds.

Accredited institutions are those listed by recognized accrediting agencies. Degrees evaluated as equivalent to U.S. accredited degrees by recognized agencies may be accepted.

Foreign studies must be evaluated by an academic credential evaluation agency and deemed equivalent to U.S. degrees.
Experience at the level of Management Analyst is defined as performing analytical, technical, administrative and evaluation functions in core areas of health program operations.
Analysis of mental health or public health program is defined as studying and investigating issues and problems of program development, implementation, administration, and evaluation.
