Description

The City of Winston-Salem is the collaborative applicant and the entity that manages homeless funds dedicated to the Winston-Salem/Forsyth County community. These funds provide shelter, housing, and services to those experiencing homelessness. Under the direction of the Director of Neighborhood Services and the CoC Program Manager, and in integral partnership with the CoC and other key members of homeless services provider agencies, the Community Engagement & Outreach Coordinator for Unsheltered Persons (CUP) will provide leadership and support to providers and partners to support the integration, improvement, and coordination of street outreach services in the Winston-Salem/Forsyth County CoC. The CUP will work in partnership with the CoC, health care providers, behavioral health providers, social service agencies, other outreach teams, and various levels of law enforcement to aid those living unsheltered.

The Community Engagement and Outreach Coordinator will work to identify encampments and street homeless individuals. The CUP will work to identify system and programmatic gaps and needs within the street outreach system and will spearhead outreach system collaboration and system improvements when needed. As part of a multidisciplinary team, the CUP will provide field based engagement, coordination, and supportive services while working to develop and establish positive rapport with clients to ensure they are receiving assistance from case managers with navigating additional systems of care, including housing, homeless certification, and connections to various service providers. Examples of Duties

Develop, implement, and carry out strategies that enhance the street outreach system and strengthen linkages with other providers. Work in coordination with a multi-disciplinary team to deliver services to those residing in unsheltered living situations. Manage relationships with key stakeholders including system partners and elected officials. Lead and support the implementation of City and/or County initiatives relating to street outreach and street-based homelessness. Support the implementation of CoC policies and procedures in relation to outreach coordination. Maintain and develop relationships with federal, state, and local agencies that serve as referral resources for clients. Perform special assignments unique to the department's function (homeless counts, data processing, presentations etc.). Be knowledgeable about community resources appropriate to the needs of the unsheltered population. Determine location of neighborhoods/encampments to be canvassed. Plan routes to be walked in various neighborhoods and routes. Analyzes HUD guidance and reference materials related to the CoC Program, ESG Program, the Homeless Management Information System (HMIS,) and the Coordinated Entry System (CES). Knowledge, Skills, and Abilities

Excellent analytical, written, and oral communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences. Demonstrated ability to work with diverse community and organizational groups. Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships. Strong organizational skills with a strong attention to detail. Intermediate level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook). Ability to maintain a high level of professionalism and customer service in stressful situations. Ability to work independently and as part of a group. Ability to communicate effectively with individuals experiencing homelessness, community-based agencies including law enforcement, and co-workers.

Physical Requirements While performing the duties for the job, the employee is frequently required to stand and walk. The employee is occasionally required to sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 10 pounds.
