Contract Project Overview:
A state government agency's Division of Technology Services is seeking a highly skilled System Software Programmer - Project Lead to support critical application development efforts. This role involves leading the development of bi-directional interfaces, implementing federally mandated systems such as CCWIS and AFCARS, and maintaining child and adult welfare systems. The selected candidate will work closely with cross-functional teams to ensure system functionality, compliance, and modernization. Responsibilities: Lead development of web portal interfaces integrating with the state's Comprehensive Child Welfare Information System (CCWIS). Support design and implementation of new federal requirements including AFCARS and the Families First Prevention Services Act (FFPSA). Contribute to ongoing maintenance of Child and Adult Protective Services Systems. Support human services portals for case management functions including foster care, investigations, and family preservation. Design, develop, and maintain VB/ASP.NET and C# applications accessing MS SQL Server 2019. Provide leadership and technical direction throughout the software development lifecycle. Required Skills: 10+ years of experience designing and implementing mid to large-scale software systems using .NET frameworks. 8+ years developing data-driven applications with relational database integration. Strong background in building secure, scalable Windows/web-based applications using N-tier architectures. Proficiency with Microsoft server platforms and at least two enterprise-level server technologies (application, database, messaging, or web servers). Demonstrated success in software architecture and component design. Excellent written and verbal communication skills for both technical and non-technical audiences. Ability to collaborate with cross-functional teams including technical staff, project stakeholders, and end users. Technical Environment: Microsoft Server 2019 Team Foundation Server (TFS) Microsoft Visual Studio (2012, 2017, 2019) .NET, C#, ASP.NET JavaScript SQL Server Reporting Services (SSRS) Entity Framework 6 (preferred) ASP.NET MVC 3 or higher (preferred) Preferred Qualifications: Experience with human services or child welfare systems, particularly SACWIS/CCWIS. Familiarity with Agile development methodologies. Strong organizational and project coordination skills. Ability to work independently with minimal supervision.
