No Out-of-Class experience will be accepted DEFINITION: Provides consultation to administrative, medical, pharmacy and nursing personnel in hospitals, skilled nursing facilities, and related health facilities to assist them in achieving compliance with State and Federal Pharmacy Laws and Regulations; and provides consultation to the professional staff of the County Health Facilities Inspection Division by evaluating pharmacy services provided by licensed health care facilities.

CLASSIFICATION STANDARDS: The one position allocable to this class receives administrative direction from the Health Facilities Program Manager in the Department of Health Services. The incumbent makes evaluations where necessary and provides consultation services as requested by licensees or by Health Facilities Evaluators to improve administrative procedures and the quality of pharmacy services in hospitals, skilled nursing facilities and related health care facilities. In addition, the Health Facilities Consultant, Pharmacy provides consultation and guidance in pharmacy matters to Health Facilities Evaluators, who survey licensed health facilities throughout Los Angeles County for compliance with County, State, and Federal health laws and regulations, including those governing pharmacy services. The incumbent also investigates complaints regarding pharmacy services in licensed facilities, prepares reports of findings, and works with facility and division staffs to initiate action when necessary.

Provides professional consultation to health facility administrators in the interpretation of laws and regulations governing licensing, accreditation, and certification for Medi-care and Medi-Cal and in various acceptable methods of maintaining, improving or modifying pharmacy services and operations. Reviews and analyzes written reports prepared by Health Facilities Evaluators describing the status of pharmacy services in each facility, noting areas of non-compliance with pharmacy standards, laws, and regulations; assists survey staff in evaluating findings and suggesting methods for achieving compliance. Visits health facilities and evaluates the quality of pharmacy services and compliance with pharmacy laws and regulations; notifies facilities in writing of findings and recommendations for correction of deficiencies; monitors progress toward implementation of recommendations and notifies facilities in writing when compliance is achieved as needed. Testifies as an expert witness in pharmacy, presenting analyses of facility evaluations at license revocation proceedings or criminal actions against health facilities, as needed. Confers with architects and engineers concerning standards and requirements for working space, equipment, storage space, refrigeration, and new types of pharmacy services in connection with construction or modification of pharmacy facilities. Maintains liaison with State and Federal agencies, fiscal intermediaries, the pharmacy liaison committee for hospitals, and professional organizations in connection with the analysis and interpretation of legislative and regulatory material in the area of pharmacy services and its application to licensed health care facilities. Reviews, analyzes, and initiates proposed changes in regulations relating to pharmaceutical services in health facilities. Provides education, training, and orientation to staff of the Health Facilities Inspection Division; assists in organizing and conducting seminars, conferences, and workshops for health professionals; prepares manuals and guidelines used in the training of pharmacy students in concepts of pharmacy practices, principles, clinical pharmacy programs, and standards as they relate to licensed hospitals, skilled nursing facilities, and related health care facilities. MINIMUM REQUIREMENTS:

Two years' experience at the level of Los Angeles County class of Pharmacy Supervisor I * or Pharmacy Services Chief I **.

License:

A license to practice as a Registered Pharmacist issued by the State of California.*** A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Class:

Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

is defined as: Plans and directs the work of a small pharmacy in a hospital or other health care setting and may perform direct pharmacy services.

Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on the examination (evaluation of experience) to be added on the Eligible Register (hiring list).

Passing this examination and being added on the Eligible Register does not guarantee an offer of employment. ELIGIBILITY INFORMATION: The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility. NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
