Program Manager
QinetiQ is seeking an accomplished Program Manager to lead the end-to-end execution of a Multi-Modal Sensing System in support of a U.S. Army Program of Record. This high-impact role encompasses the entire lifecycle of the program, from development through assembly, integration, test, and qualification. The Program Manager will oversee all phases from initiation to completion, ensuring alignment with both technical specifications and operational objectives. The program is already underway, with system deliveries spanning a multi-year timeline. This role involves planning, coordinating, and ensuring the successful execution of a complex DOD rapid development and production program. The ideal candidate should have a strong background in technical defense project management paired with strong business acumen, excellent stakeholder management, organization and communication skills. This candidate brings with them an understanding of defense acquisition processes combined with complex risk management experience. Must have the ability to foster and collaborate with innovative cross-functional teams. Duties include but are not limited to: Program Management Build and maintain collaborative team cadence to track goals, dependencies, resolve risks early. Direct regular customer IPT meetings both in person and remotely in addition to managing monthly customer CDRLs, and routine customer communication on program status. Provide technical interface to customers for verification and validation of program requirements. Develop and negotiate major system specifications with customers and subcontractors. Build and maintain contract schedules, milestones, WBS and risk registers. Create briefings and reports including technical and programmatic assessments presenting analysis, results, conclusions, and recommendations; brief senior staff and customer as requested. Provide technical and programmatic compliance support through the entire project life cycle including concept development, system definition, acquisition planning, source selection, system design, development, integration and test, system delivery, and mission operations. Track metrics and drive all budgets, costs, schedules, and deliverables associated with the program. Technical Knowledge Assist in technical oversight of large-scale projects by advising on risk mitigation strategies and helping to navigate potential barriers. Develop product design descriptions, requirements and system test documentation, safety analysis reports, and technical analyses against requirements. Direct the preparation of cost estimates and technical discussions of proposed new systems as well as provide technical review for this documentation. Design Development Vet and coordinate approval product design or changes. Work with cross-functional teams to resolve engineering or science problems. Participate in design reviews and technical interchange meetings to assess and guide development activities performed by development contractors. Conduct and support internal and customer design reviews. Work with cross-functional team to evaluate results to choose the best solution to meet design requirements. Project Documentation Lead and support the preparation of major complex written documentation to include engineering drawings, engineering standards, engineering specifications, technical proposals, technical manuals, disclosures and scientific discoveries. Supply Chain Experience and understanding in logistical support of procurement and delivery of commercial, non-commercial, hardware and software materials to support the design, development, assembly and eventual production of government systems. Provide logistical support for systems, sub-system and spare parts sustainment activities including receipt, storage, inventory management, information assurance and database management and sustainment, property accountability, requirements determination, requisitioning, issuing, packaging and shipment of various hardware. Required Qualifications 7 years of demonstrated Program Management experience within the last 10 years, 5 years of those years are required to be for US DOD programs Demonstrated understanding driving program financials
Annual Operating Plan (AOP), Forecasting, profit/margin, management reserve and risk mitigation Demonstrated knowledge of DOD Research and Development programs and processes Demonstrated experience with requirements documentation (IMS, WBS), assessing customer requirements (Performance Specifications, Capability Development Documents, MIL-SPECs, MIL-STDs), identify dependencies, and developing responsive project plans Previous experience using Jira, MS PowerBI and other project management platforms paired with robust time management abilities Previous experience briefing senior leadership on distilled elements of technical programs.
