ABOUT THE POSITION This is an exciting opportunity for an individual who is passionate about energy and infrastructure, community development, and using data to drive impact. The Data and Reporting Manager will lead the development of data-driven strategies to advance implementation of the Southeast Rural Power Program, while also managing reporting and compliance with the Environmental Protection Agency (EPA) and other interested parties and program supporters. The Data and Reporting Manager will support data-driven decision making, ensure compliance with reporting requirements, and streamline the flow of information internally and to a range of external partners. This includes managing data requests to inform engagement with partner utilities/cooperatives and project developers, crafting dashboards and tools to highlight program impact, and ensuring all periodic deadlines for reports and other information due to the EPA is completed accurately and on a timely basis. The Data and Reporting Manager will report to the Senior Vice President for Southeast Rural Power, Solar for All. KEY RESPONSIBILITIES Data Strategy and Management ? Develop and implement data strategies to ensure program objectives (e.g. total MWs of solar capacity built, household savings meet or exceed 20%) are on track, key data elements (e.g. utility-specific energy valuations) are well-grounded, and other data used to drive programming decisions are accurate, consistent, and high quality. ? Gather, clean, and analyze data related to SE Rural Power to assess program performance and impact. ? Establish systems to collect and organize data program elements such as workforce training, entrepreneurship development, home energy upgrades, etc. ? Help develop ways to illustrate program impact (including through compelling storytelling) by leveraging key data elements. Reporting and Compliance ? Prepare and submit required reports (Progress Reports, Transaction/Project Reports, etc.) to the EPA, and track other key compliance elements (BABA, DBRA, etc.) ? Prepare other reports and presentations for funders and other stakeholders related to program performance. ? Develop lessons learned collateral to share with other Solar for All awardees, at conferences, etc. ? Respond to internal and external information requests, providing clear, accurate and timely indicators of program progress and impact. ? Participate in periodic guidance calls and meetings with the EPA. Collaboration and Communication ? Serve as the key point of contact for data and reporting within the SE Rural Power Program Team, partnering with the Data Platform Team where appropriate. ? Train colleagues on the SE Rural Power Program Team and within the broader organization on how to collect and present data and information for EPA consumption. ? Support the MarComms Team when data insights can help drive the narrative. ADDITIONAL RESPONSIBILITIES As a member of the Groundswell team, the Data and Reporting Manager is expected to participate in the overall execution of the SE Rural Power Program implementation. COMPETENCIES OR SPECIALIZED KNOWLEDGE ? Strong understanding of government reporting modalities, data management principles, tools, and best practices. ? Ability to handle multiple projects with keen attention to detail. ? Excellent communication and collaboration skills. SUPERVISORY RESPONSIBILITY N/A WORK ENVIRONMENT This position can be based in Washington, DC, or the Southeast. Employees based in Washington, DC, are expected to work in the office four days per month in accordance with Groundswells hybrid/remote work plan. Employees working in the Southeast will be remote. The Groundswell Hybrid Work / Remote Policy is subject to change. POSITION TYPE AND EXPECTED HOURS This is a full-time, 40-hour-a-week position. Days and hours of work are Monday through Friday, 9:00 a.m. to 5:00 p.m., and core hours are from 9:30 a.m. to 4:30 p.m. Occasional evening and weekend work may be required as job duties demand. TRAVEL Occasional regional travel will be required for this position. Occasional visits to Groundswell office locations may be necessary. REQUIRED EDUCATION AND EXPERIENCE ? Bachelors degree in data science, public policy, business, nonprofit management, or a related field ? 5+ years of experience in compliance reporting, data management, program evaluation, or data analysis, preferably in a nonprofit or government-funded program setting. ? Strong analytical and systems-thinking skills ? Proficiency in data analysis tools such as Excel, SQL, R, Python, or Power BI/Tableau. ? Excellent written and verbal communication skills. ? Familiarity with energy programs, rural communities, or utility partnerships is strongly preferred. SUPERVISION The Data and Reporting Manager will report to the Senior Vice President of Southeast Rural Power, Solar for All. COMPENSATION Compensation for this position is in Groundswell's established pay band for the Manager level, and it includes a full-time employee benefits package. BENEFITS ? Groundswell pays 100% of the monthly premium for health, dental, vision, and long-term disability for full-time employees in accordance with Groundswells policy. Groundswell also covers 50% of spouses and dependents covered under the Groundswell healthcare, vision, and dental plan. ? Matching 401 (k) plan contribution by Groundswell up to 4% for employees who choose to contribute to Groundswells 401 (k) plan, with immediate vesting. ? Monthly Development Days to focus on professional development opportunities ? $45 per month to reimburse cellular phone use for business purposes. ? $75 per month to reimburse home internet access for business purposes. ? Fifteen (15) paid vacation days per year; eight (8) sick days; and two (2) personal days. Vacation and sick leave accrue at the start of your employment, restart each year on January 1, and increase with tenure. Personal days begin after six months of employment. ? Groundswell also takes nine (9) paid federal holidays and a holiday break from December 24th to January 1st (inclusive). ?
