Title:
Human Resources Information Systems (HRIS) Specialist
Salary Schedule Range:
Confidential Range 6
Purpose of Position:
Under the general direction of the Assistant Superintendent and Director, Human Resources, administer and maintain all aspects of hiring, movement, ad hoc maintenance and termination of employee records in a proprietary HR information system, and to produce and analyze a wide variety of staffing and employee data.
Reporting:
Reports to a Director or Classified Personnel Manager
Employment Status:
Full-time (FLSA Non-exempt)
Location:
District Administration, Human Resources.
Essential Functions
Perform extensive and complex processing of employee records related to new hires, promotions, terminations, step & column increases, and performance evaluations.
Generate a variety of regular and ad hoc reports and documents related to staffing, including Personnel Action Forms, Notices of Employment, required tests or certifications and employee evaluations.
Use various resources to assist with the monitoring or revision of data, and to produce reports geared toward specific inquiries such as staff ethnicity, credentials, or demographics; analyze and draw inferences from such data.
Generate staffing, position or other information used in the collective bargaining process; compile and submit required reports of employee association membership demographics.
Support complex HR office functions as needed, and support the management staff in its formulation of District positions related to collective bargaining.
Assist with technical administration of an automated substitute teacher calling system.
Participate in the development of annual work calendars.
Assist with information audits as necessary.
Collaborate effectively with Payroll and Fiscal Services staff.
Perform technical operations at fiscal year end.
Maintain punctual and consistent attendance.
Other Functions

Working Conditions & Physical Demands
Inside work with no exposure to weather conditions.
Hearing and speaking to exchange information in person or on the telephone; seeing to read a variety of documents; dexterity of hands and fingers to operate office equipment; sitting for extended periods of time.
Knowledge, Skills And Abilities
Knowledge of Human Resource systems such as Escape, Tyler-Munis, QSS, etc., as well as proprietary or mass market software applications such as MS Office or Google Suite; must possess at least intermediate Excel skills.
Working knowledge of public sector administrative and Human Resource practices.
Knowledge of Cal-PERS and Cal-STRS rules, regulations and guidelines.
Knowledge of record keeping, filing, electronic document filing and retrieval.
Working knowledge of certificated credentialing.
Ability to analyze and draw inferences from a variety of data.
Ability to interpret, apply and explain rules, regulations, policies and procedures.
Ability to operate a computer and other contemporary office equipment.
Ability to establish and maintain productive working relationships with school site staff or District staff.
Ability to use appropriate telephone and e-mail etiquette.
Ability to use appropriate English grammar, spelling, punctuation and business vocabulary.
Ability to work with limited supervision and make appropriate decisions under deadline pressure.
Ability to understand and follow verbal and written directions.
Ability to meet schedules and timelines.
Education, Training And Experience
Minimum of two (2) years of increasingly responsible experience performing complex technical functions with position control systems, preferably in the public sector; evidence of ability to perform such duties; education or experience equivalent to two (2) years of completed coursework at an accredited college or university with emphasis in business administration, human resources management, computer science or related field.
