July 09, 2023 The Opportunity: This Work Matters! The purpose of the Encampment Program Specialist Senior is to develop program structure, policies and processes to directly and through others, improve the health and wellbeing of people experiencing houselessness and communities near encampments, by conducting outreach and site visits; responding to and resolving complaints through policy development and direct action; offering and providing training, education and professional communication services; collaborating with relevant agencies and stakeholders to include County partners, government agencies and community based organizations, providing technical assistance, collecting data and developing evidence-based policy recommendations to County leadership. This role supplements outreach and policy efforts by the Joint Office of Homeless Services with a direct focus and responsibility on environmental health hazards - developing both multi-level interventions for harm reduction in the near-term and systemic improvements in the long-term response and support of these communities. Program functions, goals and proposals will be guided by a trauma-informed approach that is supported by quality data gathering, assessment and evaluation. This position will work in the Lloyd Corporate Plaza and may have the option to work a telework schedule. As the

Program Specialist Senior , you will: Advise department and county leadership on policy, encampment standards, outreach evaluation and long-term strategy based on research, expertise and field experience. Lead development of all aspects of the encampments environmental health program, including participating in budgeting and contract management. Develop and maintain evidence-based policies and standards for safe and sanitary operation of shelter and encampment sites, and facilitate adoption of those policies and standards with service providers. Develop and maintain effective working relationships with program stakeholders, such as people experiencing houselessness, neighbors, and partner agencies, advising them in multiple contexts. Conduct outreach with residents on environmental health topics such as waste management, vector control, air quality, communicable disease, and injury prevention to educate, improve overall health, and to gather information for system change and reporting/data mechanisms. Use a strong equity analysis when determining outreach priorities against program, funding and partner requirements in order to address disparities within the populations experiencing houselessness. Conduct site visits and offer referrals, resources, and training in coordination with other County or interagency programs/offices that provide direct services, such as the Joint Office of Homeless Services, Behavioral Health and the Harm Reduction Clinic within Public Health. Partner with County communications staff to develop strategic messaging for property owners, business owners, neighborhood associations and other stakeholders that have concerns about encampments impact on the environmental health of the surrounding community. Respond to inquiries, provide technical assistance, and offer training to agencies, community partners, property owners, and other stakeholders to educate on environmental health hazard mitigation, relevant legislation, data findings, and harm-reduction strategies related to encampments. Collaborate with Public Health research and data-driven teams to gather, evaluate and assess information and data into usable formats, reports and information that is shared with leadership, county Commissioner and Communications Offices, etc. Diversity and Inclusion:

Equivalent to a bachelor's degree AND

Experience:

Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

Other: This position requires advanced knowledge, skill and ability in working with the challenges experienced by houseless communities and the impacts to public health.

Must have a valid State issued driver license.
